No decision was reached on whether or not to accept the quote to clean the Market Place.
Fly-posting - the Town Clerk will report that the most effective way of securing a successful prosecution is to report any offence to the Borough Council. They find that a letter to the offender usually results in the posters being removed.
Councillor Joyce Sanders to report on meeting with English Heritage.
421 - Belper Mills - Proposed Study
A letter of thanks has been received from the Borough Council's Head of Development. EMDA will be making a contribution of £30,000 to the study.

a To receive the Planning Applications circulated on 6 and 30 November. A further schedule will be circulated at the meeting. Councillors Robert Hallsworth and Joyce Sanders will report.

- Payments and Receipts.
A schedule of payments and receipts from 30 October to 28 November is attached.
- Budget 2002/3
Proposed budget attached Councillor Tim Benson will introduce.
- Coppice Depot.
To report on quotes received for Health and Safety measures at the Depot.
- Sports Development
Application for grant aid from Belper Rugby Club (attached). Applications from Belper Hockey Club and Belper Meadows Cricket Club are awaited.
- Belper Leisure Centre
Councillor Ron Buzzard will report on the latest developments.
- Golden Jubilee Celebrations
Note of Public Meeting held on 20 November attached.
- Thursday Market
To report that Amber Markets ceased managing the Thursday Market from 15 November and by default we have taken over the management.
- Public Conveniences - Town Centre
Complaints were made at the Christmas Committee on 11 October about the lack of public conveniences in the Town Centre and the state of those at the Triangle and in the River Gardens. These were forwarded to the Borough Council and the attached reply has been received.
- Parish Liaison Committee
a The Mayor will report on the presentations on Emergency Planning and Flooding Emergencies. The Council will then consider whether it is necessary to produce a Community Response Plan for Civil Emergencies.
b The Town Clerk will then report on Standards and the new Code of Conduct. He will outline:-
i the Model Code of Conduct for Parish Councils,
ii Quality Parish Councils,
iii National Training Strategy for Parish Councils and
iv a new approach to local Council audit.
Various publications will be distributed (for light holiday reading) and then included on the January agenda for detailed consideration.
- Resignation of Relief Caretaker
To report the resignation of Andrew Sanders and the steps taken to replace him.
- Derwent Valley Mills Integrated Transportation Study
Councillor Joyce Sanders will report on the workshop that is to be held at St John's on 16 January.
- Private Street Works
To report that the following have been adopted:-
a Laund Farm Mews off Far Laund for a distance of 89 metres,
b Ashdene Gardens off Edensor Drive (95.5m),
c Footpath from Ashdene Gardens to Gregory's Way (30m), and
d Footpath off Ashdene Gardens between no7 and no9 (23m).
