MINUTES OF THE RECREATION AND DEVELOPMENT COMMITTEE MEETING HELD ON 22nd January 2002

Mr Murray Calladine, the Leisure Development Manager of the Borough Council was in attendance.

- DECLARATIONS OF INTEREST
Councillor John Nelson declared an interest in item 11c (Grant application from Belper Social Club for the Disabled) and left the room whilst this item was being considered.
- SPORTS DEVELOPMENT
Mr Chris Pienaar, the Borough Council's Sports Development Officer who had succeeded Karl Ponty, outlined the work of his section. He did this by means of slides and a paper which covered outreach work, leadership development, together with the work undertaken in schools, both primary and secondary, and with sports clubs. In particular, he referred to the outreach carried out at eight venues throughout Amber Valley including Belper Parks where some 30 to 40 children attended each of the sessions held during the Easter, Whit and summer holidays. There were inter centre tournaments involving a wide range of sports: these proved extremely popular. The Belper scheme had been running for three years and the leadership scheme was developing satisfactorily: this boded well for the future.
Mr Pienaar was thanked for his informative presentation and congratulated upon the effectiveness of the work he was carrying out.
- MINUTES OF THE MEETING OF 16TH OCTOBER 2001.
The minutes of the meeting held on 16th October 2001 were received and approved. There were no matters arising that were not included elsewhere on the agenda.
- MINUTES OF THE GOLDEN JUBILEE CELEBRATION COMMITTEE HELD ON 8TH JANUARY 2002.
The minutes of the meeting of the Golden Jubilee Celebration Committee held on 8th January 2002 were received.
The programme of events for the main week was still being formulated and as soon as it was in draft form it would be submitted to the Borough Council and to the National Lottery Awards for All Scheme. The Town Criers' gathering would now probably involve 12-15 other Town Criers rather than the 30 originally envisaged. It was also reported that the original clock erected to commemorate Queen Victoria's Diamond Jubilee had been located and there was a possibility of having this restored rather than purchasing a new clock for the front wall of the Green Room Restaurant.
- GRANT APPLICATIONS
- Belper Folk Club
It was agreed to underwrite the event up to £1000 in the same way as last years Folk Moot had been.
- Belper Art Group
It was agreed to make a grant of £165 towards the cost of this year's Pro Loco Art Competition.
- Belper Social Club for the Disabled
It was agreed to make a grant of £1000 towards the cost of a new Ambibus.
- CONCERTS - BELPER RIVER GARDENS
The implications of the Borough Council's letter were considered in detail. It must be made clear to the Borough Council that no additional work or costs should lie with this Council as a result of it taking on board management of the Brass Band concerts.
There were still a number of unresolved issues concerning the Larks in the Park programme. These centred on the staffing of each event. It was intimated that there would be no need for lifeguards at any of the events that were the direct responsibility of this Council and the stewarding arrangements would be relaxed. This needed to be confirmed as did the restrictions on the number of amplified performances. To clarify these and other issues relating to finance, management and publicity the Chair and Town Clerk would meet with the Assistant Chief Executive of the Borough Council as a matter of urgency.
- BELPER MUSIC AND ARTS
The Minutes of the Belper Music and Arts Committee meeting of 5th December were received as were the accounts for the period up to Christmas and the events programme for the coming year. The Committee were congratulated on the excellent work they had carried out. However, Councillor John Nelson queried the apparent limited numbers of venues for events and suggested that others should be investigated. He also wished to have details of the advertising and administration costs of £486.
- WORDS AND MUSIC
It was confirmed that a financial breakdown of the costs of the current series be presented to the Committee at the end of the season. The Town Clerk assured the meeting that the series would come within the budget. Because of their undoubted success, a similarly eclectic programme would be prepared for the coming 2002/3 season.
- VIDEO PROJECTOR
The Chair spoke of the need for a venue for film in Belper and suggested that if the Council were to buy a video projector, then St John's would prove an admirable venue in which to test the public response. There was no provision in the budget for such an item although it was suggested that Belper Music and Arts may consider buying this piece of equipment from their enhanced grant for the forthcoming year.
