To receive and note the minutes of the Recreation and Development Committee held on 16th April 2002.
Councillor Richard Watson will report on the recent meeting with the Borough Council to discuss this summer's events in the River Gardens.

Standing Order 50 requires draft final accounts including a balance sheet and income and expenditure account to be submitted to Council in May

Councillor Ron Buzzard will report on the latest developments.
- Market Rights
As the Markets Authority the Town Council has the right to approve or veto the establishment of another market within six and two third miles of the Market Place. Such an area obviously overlaps with other Market Authorities. Accordingly a modus vivendi has been established with the Borough Council whereby this Council is responsible within the administrative area of Belper but they are responsible elsewhere in the Borough. Car boot sales are technically classified as a market. On April 21 Ambergate Carnival Committee held a car boot sale on Goods Road and are proposing a further one on May 19. A request is anticipated.

The Town Clerk will report on the advice received from NALC on the request made by J Nelson Carriers Ltd to use the Council logo on their vehicles.
