A written report from Railtrack will be circulated at the meeting.
44/27 Drop Inn Centre
The Centre would welcome a formal representation from the Council.
51 Showground
a) The attached response has been received from Clowes Developments.
b) A request has been received to hold a circus on the Showground during the week commencing 19 May 2003.

57 Amber Valley Community Safety Partnership
Councillor Randall Sanders has been nominated as the Local Councils' representative on the Partnership.

A schedule of payments and receipts from 4th July to 22nd August is attached.
- Annual Return
Copy of the Annual Return for the year ended 31.3.02 attached. Council is required to consider Section 2, the Statement of Assurance, in detail. It should be noted that Brian Wood, the Town Clerk of Ripley, carried out the internal audit.
- Funding NALC and County Associations
DALC Circular 20/2002 attached
- Budget 2003/4.
It is suggested that a small Working Party be established to give preliminary consideration to the preparation of next year's budget. The resulting draft budget will be submitted to Council on December 10. Any Councillors wishing to make proposals for consideration by the Working Party should contact the Town Clerk by October 7.
- Financial Regulations
NALC has produced a model set of Financial Regulations which they recommend for adoption by town and parish councils. However there need to be some fundamental changes to suit this Council's specific requirements. It is suggested that a small Working Party be established to produce a draft for submission to a future meeting.
- Vacant Seat
As no poll has been requested to fill the vacant seat in Bessalone Ward, and there is more than six months until the next elections the Council is reminded that the vacancy must be filled as soon as practicable. (Local Elections [Parishes and Communities] Rules 1986.
- Belper Leisure Centre
The Mayor (Councillor Ron Buzzard) will report on the latest developments.
- Traffic Calming Field Lane to Church Lane
To consider the proposals made by Derbyshire County Council.
- Footpath – Top of King Street
This item has been included at the request of Cllr Alan Cox.
- Street Lighting
a Bessalone Drive to Crich Lane
Cllrs Alan Cox and Joyce Sanders will report on the proposals for this scheme.
b Farnah Green
Plan attached – the cost is estimated at c£950. The owner of Long House is prepared to make a contribution of one third of the cost, provided the total cost does not exceed £950. The proposal assumes the use of a “post kit” which is fitted to a standard column as cast iron lighting columns are very difficult to obtain. The “Constable” kit with a swan neck bracket and standard lantern unit is recommended by the County Council (see attached).
- Safeway Island
Councillor Joyce Sanders to report on improvements to the appearance of the traffic island.
- Belper Cultural Centre
The Council has been invited to send two representatives to a meeting at 7.00pm on 19th September at County Offices to consider the feasibility study into the proposed centre
- DALC AGM
To nominate representatives to attend this year's AGM which will be on the morning of Saturday 5th October at County Hall.
- Derwent Valley Mills World Heritage Site
It is hoped to arrange a meeting of representatives of parish and town councils within the site during September. Two representatives will be invited from this Council.

- Autumn Fair
Proctor's (Nottm) Fun Fairs have applied to hold the Annual Fair from October 31st to November 2nd, moving on to site on 27th October and departing on 3rd November.
- Best Kept Competition 2002
To note that Belper was placed first in Amber Valley Borough Council's Best Kept Town Competition
