- Public Participation
Mr Peter Shepherd has given notice that he wishes to seek the Council's support in preventing the use of The Portway and Jackson's Lane on the Chevin by 4WD vehicles. One way he will suggest is by reclassifying these Roads Used as Public Footpaths as Bridleways.
- Fleet Arts
Sarah Laman and other representatives from Fleet Arts will report on their activities during the past year and outline their proposed programme for 2003/4. Reports attached - a copy of their Business Plan 2003/6 is available in the office.
- To determine which items, other than those already set out at the end of the agenda, should be taken in camera.
- To receive and approve the minutes of the Council meeting held on 21st January (attached).

189 - Grit Bins and Gritting
Our insurance company now informs us that as a result of a recent case (Goodess v East Sussex County Council) it was ruled, by the House of Lords, that local authorities have no duty to clear snow and ice from public areas and thoroughfares. Therefore they cannot be held liable in the event of an accident whether or not they have attempted to clear away the ice and/or snow.

- Parks Multi Purpose Play Area
Letter from the Senior Leisure Officer of Amber Valley Borough Council attached (minute 172 refers).
- Maurice Coward Award
For the last two years the Council has given a grant of £50 to the Belper and District Neighbourhood Watch Support Group to finance the Maurice Coward Award for the most deserving Neighbourhood Watch Group in the Support Group's area. A similar request has been received again this year.
- Belper Leisure Centre
The Mayor (Councillor Ron Buzzard) will report on the latest developments.
- Outdoor Maintenance
A report will follow or be tabled: however the original report by Ross Moore and action notes of the Working Party are attached.
- Freedom of Information Act 2000
To report that the Information Commissioner has accepted our Publication Scheme as appropriate and we must now publish our information as set out in the Scheme. It has also been necessary to publicise the fact that approval has been given, and the media which we use to comply with the Act. The attached press release was issued on 31st January. The approval lasts until 28th February 2007.
