BELPER TOWN COUNCIL

- Health Service in Belper
Ms Wendy Lawrence, the Chief Executive of the Amber Valley Primary Care Trust, will address the Council on the work and achievements of the Trust since its inception. Her address will make reference to the provision of a chemists' service on Sundays.
- Police Attendance
Inspector Arnie Hicklin has suggested that a member of the Beat Team should be in attendance at all Council meetings and that he should attend three or four times a year or when a matter warranting his presence is on the agenda.
- Public Participation
- To determine which items, other than those already set out at the end of the agenda, should be taken in camera.
- To receive and approve minutes 194 - 219 of the Council meeting held on 4th March (attached).
- Matters arising from the above minutes not included elsewhere on the agenda.
- Mayor's announcements.
- Planning Applications.
To consider the Planning Applications circulated on 4th March together with the schedule herewith. A further schedule will be circulated at the meeting. Councillor Joyce Sanders will report.
The Council raised five issues when discussing the proposals from Bimoto Developments Ltd for the Fuchs site. These have been discussed in detail with the Planning Authority's Development Services Manager. His comments are summarised below:-
a) Contamination. A detailed survey is taking place using consultants as well as Environmental Health staff.
b) Disabled Housing. Amber Valley Access Group has been involved in the design process. All the units meet present day requirements, and one or two houses may be designed specifically for the disabled.
c) Car Parking. Car parking provision is in line with the standards specified in the local plant. Many of the spaces will be used during the day by office workers and in the evening by visitors to the hotel and restaurant/public house.
d) Footpath from Campbell Street. Though there are problems with levels the proposals are being re-examined in the endeavour to provide a footpath through the site from Campbell Street to Gibfield Lane.
e) Traffic. The County Council is currently undertaking a study into the possible consequences of increased traffic generated by the proposals.

- Payments and Receipts.
A schedule of payments and receipts entered between 1st February and 19th March is attached.
- Belper Leisure Centre
The Mayor (Councillor Ron Buzzard) will report on the latest developments.
- Councillor Alan Cox has requested that the following resolution be put to the meeting:-
"This Council is disappointed that the Leader has not brought forward proposals to implement the promises made by the members of the Labour group in their 1999 election manifesto to:-
a) develop a major programme of traffic calming for Kilbourn Road, Chevin Road and twelve other areas;
b) set up a youth parish council;
c) invest in the provision of community centres... in the east of the town;
d) invest in making more of our town accessible to people with disabilities;
e) extend the parish warden service to make our streets cleaner and free of dog waste."
- Councillor Tim Benson has requested that the following resolution be put to the meeting;
"This Council deplores the efforts of the Conservative group to use Council meetings for party political electioneering. Such activities should be conducted outside of Council meetings at the expense of the political parties. Use of council meetings for such purposes is a misuse of council staff and council tax payers money."
