- Police Matters
A representative of the local Police will be present to report on their recent performance and deal with issues raised by members.
The attached letter from the Chief Constable provides some useful background information and could prompt some discussion.
A visit to "A" Division headquarters to see the CCTV monitoring room has been arranged for 23rd July at 7pm. As the room is constricted parties are limited to five people. Should more than five-members show interest then a second party can be accommodated at the same time the following Wednesday.
- Housing Policy
Ms Lindsey Williams, Chief of the ex Amber Valley Housing Service, will be in attendance to discuss the issues raised at the last meeting. It is hoped that she will be accompanied by the officer responsible for allocating housing on the Parks Estate.
- Public Participation
- To determine which items, if any, should be taken in camera.
- To receive and approve the minutes of the Council meeting held on 3rd June (attached).
- Matters arising from the above minutes not included elsewhere on the agenda.
Minute 22- Grant to Belper Leisure Centre Trust
Town Clerk to report.
- To receive and note the minutes of the Recreation and Development Committee held on 8th July 2003.
The minutes will be tabled.
- Mayor's announcements
The Mayor will refer to an offer he has received to use a "stretched limousine" for his Mayoral duties. No expense would fall on the Council.
- Planning Applications.
To consider the Planning Applications circulated herewith and deal with any matters outstanding. A further Schedule will be tabled at the meeting. The Planning Response Co-ordinators will report.
- Justices and Entertainments Licences.
To consider the applications for Licences set out on the Schedule attached and any that may be submitted subsequent to the despatch of this agenda.
- Payments and Receipts.
A schedule of payments and receipts for the period 27th May to 1st July is attached

To consider the situation following the withdrawal of the County Council.

- Farmers' Market
To report that Belper's Farmers' Market has been awarded Certification by the National Association of Farmers' Markets - the first such award in Derbyshire. Copies of the Certificate and press release attached.
- Pedestrianisation of King Street
- Misuse of Roads used as Public Paths and Non Classified Highways
Letter from the County Council's Director of Environmental Services is attached, as is my letter to him following the March Council meeting. The policy statement from the document referred to in the Director's letter is also attached.
- Strategic Planning
To consider the establishment of a Strategic Planning Working Party. This item has been requested by Councillor Peter Makin.
- Christmas lighting

- Proposed footway at rail bridge, Field Lane
Letter from County Council attached.
- Draft Bus Information Strategy
A draft strategy has been received from the County Council. It covers sources of information including timetables, telephone, roadside information, bus-stops and the internet. The Council is asked to comment on the draft. Copies can be produced for members who are interested.
- Parliamentary Constituency Boundaries
Copies of the revised recommendations of the Boundary Commission in so far as it affects Belper will be circulated at the meeting.
- Quality Councils
A one-day conference is being held in Loughborough on Tuesday 22nd July. The cost is £25 per delegate.
- Correspondence Received - Schedule attached.
Two recent publications "The Quality Parish and Town Council Scheme" and "The good councillor's guide" will be distributed at the meeting to those members who do not already have copies.
