ii) Two representatives of the Council have been invited to the "Parish Councils Evening" - see letter attached.
- Belper Leisure Centre
Mr Neil Malenoir, the Manager of the Centre will outline the progress made over the last year and the Trust's plans for the next 12 months.

- To receive and approve the minutes of the Council meeting held on 15th July (attached).
- Matters arising from the above minutes not included elsewhere on the agenda.

Minute 46- Pedestrian Crossing - Milford
Letter from the County Council's Director of Environmental Services (attached).
- To receive and note the minutes of the Finance Working Party held on 25th July 2003 (attached).
- To receive and note the minutes of the Christmas Working Party meetings held on 17th July and 12th August 2003 together with a note of a meeting held earlier in the day on the 12th August with representatives of the Borough Council.

- Planning Applications.
To consider the Planning Applications circulated on 18th August together with those herewith. A further schedule will be tabled at the meeting. The Planning Response Co-ordinators will report.
- Milford Foundry and Milford Mill Development Briefs
The Borough Council's Planning Board approved draft development briefs for the two sites at the meeting on 21st July. These briefs are intended to provide detailed guidance about the form, scale, layout and mix of land uses the Borough Council would like to see in any planning proposals it receives. Copies of the briefs are available for inspection in the office.
- Justices and Entertainments Licences.
To consider the applications for Licences set out on the Schedule circulated on the 18th August and any that may be submitted subsequent to the despatch of this agenda.
- Payments and Receipts.
A schedule of payments and receipts for the period 26th June to 9th August is attached

- East Midlands in Bloom
To report that Belper was not placed in his in this year's competition.. However we were placed first in the Best Kept Town category of the Borough Council's Best Kept Competition
- Appointments to Outside Bodies
i) John Locko Charity
The former Mayor, Mr Richard Millward, who died recently, was the Council's representative on this charity. The secretary of the charity has asked that the Council nominates a replacement for Mr Millward on this body which is one of the constituents of Belper United Charities
ii) Derbyshire Association of Local Councils
To report that Councillor John Nelson has been elected as one of the three representatives of the Amber Valley District on DALC's Executive Committee for the period 2003/2007.
- Parish Review
To note that the Amber Valley (Parishes) Order 2003 becomes effective immediately in respect of matters relating to elections in 2004 and for all other purposes as from 1st April 2004. Maps showing the revision to the boundaries at Courthouse Farm, Duffield and Shaw Lane, Holbrook will be on display at the meeting.

- Derby and Derbyshire Motorcycle Forum Powered Two Wheeler Strategy
The executive summary is attached. It is suggested that this report too is considered in detail by the Strategic Planning Working Party.
- Traffic Calming Measures - Parkside

- Grit Bin Eagle Close (off Becksitch Lane)
A request has been received for the siting of a bin on this cul-de-sac.
- Autumn Fair
The usual request from Proctors (Nottingham) Funfairs has been received. The fair will run from October 30th to November 1st with the showmen arriving on Sunday 26th October and vacating the site the following Sunday 2nd November.
