- Belper Hockey Club
Mr Roger Carter, Chairman of the Hockey Club, will make a presentation summarising the highlights of the last 12 months and looking forward to the next year. The Hockey Club is in the second year of a four-year programme of sports development which is being part-funded by the Town Council at a cost of £3,000 a year.

- To receive and note the minutes of the meeting held on 8th July 2003.
- Matters arising from the minutes not included elsewhere on the agenda.
- Grant Applications
The budget for minor grants in the current year is £6,000, expenditure to date is £4180.
- Penguin Club - 188
This application was deferred at the last meeting for further information. A letter has been received stating that the club serves both those with learning difficulties and the physically disabled. The club has been in existence for 25 years and its members range in age from 15 to 75. All 45 members live in Belper. They meet in the High School and have an imaginative programme of activities. Their aims are "to give a good social life ie holidays away, evenings out, or anything which all will enjoy".
- Belper and District Neighbourhood Watch Support Group - 192
Letter from the Hon Secretary Of the Support Group attached. Further details have been requested and will be tabled at the meeting.
- Christmas Festivities - Belper River Gardens
A verbal request from the organiser of the illuminations in the River Gardens of £150 towards the cost of the lights, and the arrival of Santa Claus has been received. Councillor John Nelson will report.
- Milford and Makeney Well Dressings - 174

- Nailers Folk Moot -183
Letter attached, to note that this event was underwritten up to £1,000, and none of this will now be needed.

The County Council has agreed to make a contribution of £500 towards the cost of supplying water to the allotments (see letter attached).
