- Police Matters
- A representative of the local Police will be present to report on their recent performance and deal with issues raised by members.
- A request has been received from Mr Keith Ratcliffe of Farnah Green that the Council take steps to reduce the excessive speeds of vehicles passing through the settlement.
- Public Participation
- To determine if any items other than those at the foot of this agenda should be taken in camera.
- To receive and approve minutes 125 - 144 of the Council meeting held on 4th November.
- Matters arising from the above minutes not included elsewhere on the agenda.
- To receive and note the minutes of the Finance Working Party held on 27th November 2003.
- To receive and note the minutes of the Christmas Working Party held on 25th November 2003.

- Planning Applications.
To consider the Planning Applications circulated on 14th November together with those herewith. A further schedule will be tabled at the meeting. The Planning Response Co-ordinators will report.
- Tree Work in Conservation Areas
Letter from the Borough Council attached.
- Justices and Entertainments Licences.
- To consider the applications already circulated and any other applications that may be submitted subsequent to the despatch of this agenda.
- The Town Clerk to report on the legal position in regard to the inscription of the landlord's name above the entrance to licensed premises.
- Payments and Receipts.
A schedule of payments totalling £13,667.79 and receipts totalling £4,850.98 for the period from 14th October to 26th November is attached.
- Budget 2004/05
The Chairman of the Finance Working Party, Councillor Alan Cox, will introduce the proposed budget for 2004/05.
- Use of e-mails
At its budget meeting the Finance Working Party suggested that members should be encouraged to take Council papers and correspondence via e-mail rather than sending hard copy through the post.
- Belper Leisure Centre Trust
The Leader (Councillor John Nelson) to report.
- Proposed Closure of Branch Post Offices
To consider the Council's response to the proposed closure of the branch post offices at Windmill Lane, Nottingham Road, Bridge Street and Parks Road. There has been no consultation with the Council - attached is a letter from the Post Office Ltd available at each of the four branches.
- Parliamentary Constituency Boundaries
The final recommendations of the Boundary Commission in relation to Derby and Derbyshire are attached.
- Car Boot Sales - The Meadows
Car boot sales are, legally, considered to be a market. The Town Council, as Markets Authority, has the right to sanction or stop markets within six and two-thirds miles of our Market Place. The Town Clerk has delegated authority to allow car boot sales within this radius. Where they are one-offs and in aid of a national or local charity then they are approved. However an application has recently been submitted by Belper Meadows Sports Club to hold monthly car boot sales on The Meadows from April to October to raise funds for the running and development of the club.
- Twinning - Anniversary
The 10th anniversary of the twinning agreement with Pawtucket will be on 11th June 2004. This coincides with Amber Valley's twinning with Blackstone Valley. At present it appears that Blackstone Valley are intending to commemorate the anniversary with various activities at the beginning of May. The Borough Council is anticipating inviting a party over from Pawtucket towards the end of June and has made a provisional booking at the Lion Hotel for the last fortnight in June.
- Bus Shelter - Far Laund
This dilapidated bus shelter is believed to be owned by the Borough Council. It has been suggested that the Town Council could consider replacing it on the 50/50 scheme which the County Council operates.
- Grit bins
The provision of grit bins on private roads - Town Clerk to report on Eagle Close and The Woodridge at Milford.
- Staff Working Party
To approve the substitution of Councillor John Nelson in place of Councillor Joe Booth and the addition of Councillor Mick Nelson to the Working Party.
- Green Watch Award Scheme 2004
Letter from County Council attached.
- Private Street Works
To note that the following streets have been adopted by the County Council as highway maintainable at public expense: -
Barley Croft off Snowberry Avenue - 84 metres
Mill Dale Court off Snowberry Avenue - 33 metres
Birchview Close off Snowberry Avenue - 47 metres
Footpath from Walnut Road to Barley Croft - 229 metres
- Future Meetings
The Borough Council's dog wardens are willing to attend a Council meeting to discuss ways in which they can work with the Council to address any dog related problems we may be experiencing.
Similarly the Healthier Communities Project Manager has volunteered to attend a Council meeting to discuss the progress being made in this five year project.
