- Police Matters
- A representative of the local Police will be present to report on their recent performance and deal with issues raised by members.
- To report on the recruitment of a traffic warden for Belper. There are 11 traffic warden posts in the Division - two in Long Eaton, three in Ilkeston, one in Belper, one in Ripley, two in Heanor, and two in Alfreton. A policy of flexible deployment exists so traffic wardens may be deployed elsewhere according to demand.
- With regard to the abuse of the Road Closure Order for the Christmas festivities Inspector Hicklin writes "Road closures are covered by Section 16A of the Road Traffic Regulation Act 1984. Section 16C creates an offence of failing to comply with such an order. None of the infringements mentioned during the meeting were brought to the attention of the police at the time the road closure was in place.
- Public Participation
- To determine if any items other than those set out at the foot of this agenda should be taken in camera.
- To receive and approve the minutes of the Council meeting held on 20th January (attached).
- Matters arising from the above minutes not included elsewhere on the agenda.
- To receive and note the minutes of the Christmas Working Party held on 27th January (attached).
- To receive and note the minutes of the Finance Working Party held on 29th January (attached). Arising from these minutes it is necessary:-
- to ratify the nomination of Councillors Jackie Cox and Mick Nelson to serve on the Wakes Weekend Organising Committee ( Minute 20 ) and
- to consider the recommendation to underwrite the Belper Celebration Arts Festival and Carnival up to a maximum of £1,000 ( Minute 24 ).
A copy of the application for grant aid is attached.
- Mayor's announcements
- to report the death of the Town Crier, Mr Arthur Bellaby,
- to report that Councillor John Nelson will be representing both the Town Council and the Borough Council when visiting Pawtucket in the period April 29th to May 5th, and
- to note that after more than 20 years Sue Newbold has retired, but her Saturday stall on the Market Place has been taken on by Colin Armstead.
- Market Towns Heritage Initiative
Councillor Mick Nelson's report of his and the Mayor's visit to Lutterworth will be tabled.
- Planning Applications.
To consider the Planning Applications circulated on 20th January together with those herewith. A further schedule will be tabled at the meeting. The Planning Response Co-ordinators will report.
- Justices and Entertainments Licences.
To consider the applications already circulated and any other applications that
may be submitted subsequent to the despatch of this agenda.
- Payments and Receipts.
A schedule of payments totalling £20,776.20 and receipts totalling £5,455.07 for the period from 8th January to 19th February is attached.
- Belper Leisure Centre Trust
A copy of a letter from the Clerk to the Trust is attached.
- Environmental Policy
A copy of the County Council's draft revised corporate environment policy is attached.
- Memorial Gardens
A letter has been received from the Chair of the Governors of Herbert Strutt Primary School expressing an interest in becoming involved with the Council's proposals for the Memorial Gardens. The Council's contract gardener has established contact with the head teacher.
- Standing Orders
It is hoped to table a revised copy of the Standing Orders taking into account, inter alia, recent changes in nomenclature and the declaration of interest.
- Code of Conduct: Register of Interests
The Standards Board for England states it is necessary for Freemasons to register and declare membership of that body. It is also necessary to register and declare membership of political party council associations.
- Quality Councils Scheme
To report on the format of minutes and agendas.
- Future Council meetings
Sarah Laman of Fleet Arts is provisionally booked for the next Council meeting to report on Fleet Arts activities in the last year and outline her plans for the coming year.
The attached letter from Amber Valley Primary Care Trust expresses an interest in attending a Council meeting, and we are still trying to fit in visits by Borough Council officers to discuss the town centre public conveniences and the dog wardens scheme.
- Speed Limits - A6 north
Letters from the County Council concerning the proposed 40 mph speed limit on Broadholme Lane, and from Belper and District Road Safety Committee concerning the A6 as it enters Belper from the north are attached.
- Proposed Traffic Signals at junction of A609 Kilburn Road and John O'Gaunts Way
Letter and plan from Derbyshire County Council attached.
- Grit bins
To report on the County Council initiative and review the outstanding requests to this Council.
- Circus - Showground
Uncle Sam's American Circus wishes to visit Belper between 20th and 25th April. The suggested terms and conditions are set out in the attached copy letter.
- Outside Bodies.
Members, who represent the Council on an outside body, to report back on any issues raised by that outside body which could affect the Council or if the community in general.
- Maurice Coward Award
For the last three years the Council has given a grant of £50 to the Belper and District Neighbourhood Watch Support Group to finance the Maurice Coward Award for the most deserving Neighbourhood Watch Group in its area. A similar request has been received again this year.
- Maurice Heely and Town Service Awards
To seek nominations for these awards which are presented at the annual meeting of the Council.
- Coppice Car Park
To report on a proposal received from the Selway Group.
