- the following Planning Applications for which a holding response has been sent to Amber Valley Borough Council
AVA/2004/0359 - Variation of conditions to allow 35 evening matches at Holbrook Miners Welfare (Schedule 15.04.04)
AVA/2004/0499 - Residential development on Penn Street (Schedule 10.05.04)
- Applications on the schedules dated 20 May 2004 and any circulated prior to the meeting
- Justices and Entertainments Licences.
To consider the applications already circulated and any other applications that
may be submitted subsequent to the despatch of this agenda.
- Finance:
- A schedule of payments totalling £33905.44 and receipts totalling £117447.83 for the period from 19 March 2004 to 21 May 2004 is attached.
- To receive and approve draft final accounts for the year ended 31 March 2004. Balance sheet and income and expenditure accounts enclosed.
- Standing Orders:
To consider the revised Standing Orders (as tabled at the meeting on 6th April).
- To discuss the Amber Valley Borough Council consultation report on "Working Towards a Public Convenience Strategy" (attached).
- To agree proposals for updating the computer system in line with the schedule from Edge Design (attached).
- St John's Chapel - Remedial Work
The Acting Town Clerk will report at the meeting on building quotes obtained through Norder Design - if available.
- To receive verbal reports on events and activities in the month including Belper Market Towns Week, Belper Celebration and Wakes Weekend.
- To agree the Town Council's policy on "fly-posting".
- Coppice Car Park:
- Compound - To note completion
- Barrier - To agree a policy of access rights
Due to the continued abuse of the barrier system into the car park, a new lock has been affixed and keys have only been provided to essential, authorised users. There have been several requests for keys from business users with high vehicles which have been declined.
- To agree participation in Amber Valley Borough Council's Best Kept Competition (attached) and receive a verbal update on the sponsorship of floral displays.
- To agree a letter of support to Friends of Belper Parks in respect of an architectural survey covering excavations at the Coppice Car Park (letter from Friends of Belper Parks attached).
- Rights of Way Minor Maintenance Agreement:
To consider future works for which a contribution under the above Derbyshire County Council scheme may be claimed (letter attached from DCC).
- Items for Information:
To note and discuss as required any items on the Schedules dated 28 April 2004 (previously circulated) and 21 May 2004 (attached)
- To discuss the Townscape Heritage Initiative Scheme for Belper and Milford and agree a contribution by the Town Council of £28,900 towards the resurfacing and marking out of the Coppice Car Park. Letter from Amber Valley Borough Council enclosed.
- To agree a request for a Car Boot Sale, 13 June 2004 from Ambergate Carnival Committee. Letter enclosed.
- To note the letter from Councillor Bull concerning Bargate Neighbourhood Watch Newsletter. Letter enclosed - Newsletter to be tabled
