MINUTES OF THE MEETING OF 5TH OCTOBER 2004

- CHANGE IN ORDER OF BUSINESS
- DECLARATIONS OF INTEREST
Councillor John Nelson declared a personal interest in Item 7 (iv) Belper Marlin Swimming Club and would leave the room. Councillor Mick Nelson declared an interest in item Wakes Day in so far as he was a member of Belper Meadows Sports Club but he would take part in discussions being one of the Council's Representatives on the Wakes Day Committee.
- PUBLIC PARTICIPATION
Two members of the public represented Belper Pottery Bowls Club and advised they had attended to answer any questions put to them regarding their grant application which was an item included on the Agenda for the meeting.

- TO RECEIVE AND APPROVE THE MINUTES OF THE MEETING HELD 6 JULY 2004
The minutes of the meeting held 6 July 2004 were received and approved.
- GRANT APPLICATIONS
- Belper Pottery Bowls Club - 205
Members of the Club explained that unfortunately they did not have insurance to pay for the replacement of the vandalised lights as they had incorrectly assumed that cover was provided by Amber Valley Borough Council. They were however taking steps to take out appropriate insurance for the future.
Council Members were pleased with the tremendous effort the Club had made to secure the area and were hopeful that the new security fencing would help prevent further vandalism. The Chairman of the Club gave brief details of the efforts the Club had made to generate the local community's interest in the sport and that bowls had been provided for school children. He also explained that new floodlights would allow the Club to generate further income by bringing in match fees for evening matches.
It was resolved that the Council would make a grant of £500 towards the purchase of new floodlights.
- Nailers Folk Moot - 194
Some concern was expressed because full financial details of the event had not been submitted and it was therefore unclear as to how many people attended the event. Although it was resolved to pay the shortfall as claimed of £703, the Club would be was asked to obtain a breakdown of actual income plus an explanation as to certain of the costs. They would be notified that a more detailed analysis of proposed costs would be required in any future grant application.
- Holbrook Centre for Autism - 207
- Belper Marlin Swimming Club - 209
Council Members were pleased to be asked to support this very successful Club and it was resolved to sponsor up to three events at the Open Meet Gala, amounting to £105.00.
- Amber Valley Access - 210
In consideration of the good work carried out by Amber Valley Access, it was resolved to make a donation of £25.00 towards their running costs.
- BELPER RIVER GARDENS SOCIETY - 208
It was noted that since the application had been received, grants totalling £1,700 had been awarded to Belper River Gardens Society from various sources towards the purchase of new lights. It was however resolved that the Council would grant the requested amount of £500 to further assist in the purchase of new lights which would be used for all the Christmas events.
- WAKES DAY 2005
Councillor Mick Nelson explained that a new management committee had been set up at Belper Meadows. The Clerk was asked to contact the Committee to express the Council's interest in participating in a further Wakes event over the Spring Bank Holiday using the Cricket Ground as previously to provide a children's Sports Day on the Monday, organised in conjunction with the Amber Valley Sports Development Team. As the marquee was unfortunately under-utilised during the day last year, the Council would need to see firm proposals for its use in 2005 to justify the hire costs.
- POETRY TRAIL
Members of the Council were very interested in the idea of a poetry trail in Belper and would welcome further information on the proposals and the opportunity to participate in any organising committee. Council would of course need to be consulted on the suitability of any permanent memorial at the various locations and also there were planning implications which would need to be considered.
