- Police Matters:
A representative of the local Police will be present to report on their recent performance and deal with issues raised by members.

- To receive and approve the Minutes 138-161 of the Council Meeting held on 7 December 2004 (attached).
- To receive and note the Minutes 56-60 of the Finance Working Party held 17 December 2004 and to consider any recommendations contained therein.
- Mayor's announcements.
- Planning Applications.
- To note the Planning Applications circulated on the schedules dated
17 December 2004 and 4 January 2005 (attached).
- To note the Planning Applications on any schedules circulated prior to the meeting.
- Justices and Entertainments Licences.
To consider those applications already circulated on the schedule dated 17 December 2004 and 4 January 2005 (attached) and any other applications that may be submitted subsequent to the despatch of this agenda.
- Finance:
- To consider and approve the proposed budget for 2005/6 (report and budget prepared by Councillor Alan Cox attached).
- A schedule of payments and receipts for the period 25 November 2004 to 31 December 2004 is attached showing expenditure of £19,329.55 and income of £6,488.28.
- To receive and note the External Auditor's Certificate and Opinion arising from the audit of the Annual Return for the year ended 31 March 2004 (attached).
- To approve the proposed revised charges for the Council's lettings arrangements (attached).
- Belper Leisure Centre Trust
To review the Council's decision to withdraw grant funding from the Belper Leisure Centre Trust with effect from 31 March 2005. Attached report prepared by Councillor Alan Cox refers.
- Mid-Derbyshire Citizens Advice Bureau
To confirm the Council's grant funding to the Mid-Derbyshire Citizens Advice Bureau. (Item deferred at 7 December 2004 Council meeting).
- Belper Community Hall Committee
To consider a request from the Belper Community Hall Committee to cancel the remaining amount of loan outstanding to the Council of £1,440.
- Coppice Car Park
To receive a report from Councillors Debbie Biss and Mick Nelson regarding a recent meeting with Amber Valley Borough Council to discuss proposals to resurface the Coppice Car Park (Resolution in Minute 34 of 8.6.04 refers).
- To reconsider the Council's position on the proposed transfer of land (the alcove on High Street/Spencer Road) from Amber Valley Borough Council. Councillor Mick Nelson will speak.
- Derby & Derbyshire Waste Local Plan
To note the attached letter from Derbyshire County Council advising of the proposed modifications to the Plan.
- Community Lunch - St Peters
To note the invitation to Members to the community lunch to take place on Tuesday 25 January 2005 (details attached).
- To consider the attached letter from Gary Spendlove of Slenderella concerning a proposed "museum" of historic interest and, in particular, Brettles Memorabilia.
- Grant Applications
To consider the following grant applications:
- Nailers Folk Moot - 2004
The Club have responded following the Council's request for a breakdown of income for last year's event (further copy attached). A similar application is expected for 2005.
- Belper Poetry Trail - 213
To consider an application for funding of £100 (further copy attached).
- Badger Explorer Scout Unit - 211
To consider the attached application for a grant of £2000 in respect of camping equipment.
- To consider arrangements for next summer's "Larks in the Parks". Councillor Les Dorey to report (details attached).
- To consider any progress on the arrangements for "Wakes Day/Weekend" in 2005.
