AGENDA FOR THE MEETING OF 8TH MARCH 2005
PUBLIC PARTICIPATION
- A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
- Police Matters:
A representative of the local Police will be present to report on their recent performance and deal with issues raised by members.
- A short presentation will be made by the Dog Warden of Amber Valley Borough Council who will welcome discussion on the services provided.

- Declarations of interest.
- To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
"That in accordance with Section 100A(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw."

- Planning Applications:
- To consider the Planning Applications circulated on the schedule attached (dated 24 February 2005).
- To consider the Planning Applications on any schedules circulated at the meeting.
- To receive any feedback from Members on the Inaugural Meeting of the Milford Foundry Liaison Committee held 22 February 2004.
- To receive any comments on the proposal for the 02 and 3 Telecommunications mast at Crich Lane (correspondence previously circulated).
- Justices and Entertainments Licences:
- To consider those applications on the attached schedule dated 24 February 2005
- To consider the applications on any schedule circulated at the meeting.
- Finance
- To appoint a Member to the Finance Working Party following the resignation of Councillor Alan Cox from the Working Party.
- A schedule of payments and receipts for the period 21 January 2005 to 28 February 2005 is attached for approval showing expenditure of £21,905.69 and income of £3,179.42.
- To consider the renewal of the Council's insurance arrangements as per schedule attached.
- To consider payment of the outstanding grant of £2000 to Amber Valley Community Transport (financial accounts attached).
- To consider items for inclusion under the Rights of Way Minor Maintenance Claim 2004-2005 (letter from Derbyshire County Council attached).
- To consider an application for grant from Amber Valley Branch of Victim Support Derbyshire to the amount of £250/350 as per the application attached.
- To agree renewal of annual Membership (£25) to Amber Valley CVS and note
the invitation to the meeting of the Trustees Forum on 10 March 2005 (details attached).
- The Standards Board for England: Participation invited from Members on the review of the Code of Conduct as per the consultation document attached.
- To note the introduction of the Clean Neighbourhoods and Environment Bill on 7 December 2004 (letter from DEFRA attached).
- To note the cancellation of the proposed removal of public payphone 01773 822404 at Acorn Drive, Belper (letter from BT attached).
- To discuss arrangements for the Well Dressings in July 2005.
- Belper Forum - To report any feedback on the proposals to form a forum of interested groups following the end of the Belper Derwent Market Towns Project. (Letter from Amber Valley Partnership previously circulated re meeting on 21 February 2005).
- To note the stopping up of the highway under Section 247 of the Town and Country Planning Act 1990 at the Old Court House, Chesterfield Road (plan attached).
- To consider the appointment of a representative of the Town Council on the Amber Valley Local Plan Forum.
- Letter attached from West Derbyshire Liberal Democrats requesting space at Belper's Farmers' Market. Mr Clark is seeking confirmation of the Clerk's verbal response that to allow the Market Place to be used for political purposes would not be within the spirit or rules of the Farmers' Market.
- To consider a request from Belper Meadows Sports Club to hold 5 Car Boot Sales (letter attached).
