MINUTES OF THE MEETING OF 12th APRIL 2005

There were no members of the public in attendance.
- APOLOGIES
Apologies for absence were received from Councillor Russell Horsley (family illness)
- CHANGE IN ORDER OF BUSINESS
RESOLVED to include the following additional items:
- Request to participate in the 200 years Celebration of the Battle of Trafalgar
- At the request of Councillor Dory, an item concerning Belper Music & Arts
- Item 8: Grant application from Amber Girlguiding
- Item 11: Application by North Mill Trust to hold a car boot sale
- DECLARATIONS OF INTEREST
Prejudicial interests were declared by:

- ITEMS TO BE TAKEN IN CAMERA
There were no items that warranted being taken in Camera.
- TO RECEIVE AND APPROVE THE MINUTES 64-73 OF THE MEETING HELD 5 OCTOBER 2004
The minutes 64-73 of the meeting held 5 October 2004 were received and approved.
- WAKES DAY ARRANGEMENTS - 30 MAY 2005
Meetings had been held with the Sports Development Team and representative of Belper Meadows Sports Club. All arrangements were in hand but Councillors were asked to attend this event to assist with handing out t-shirts to the children from 11 am.
- LARKS IN THE PARK
Councillor Dorey advised that the arrangements were in place and most of the contracts with performers were confirmed. No notification of the number of stewards required had yet been given by Amber Valley Borough Council.
Councillor Dorey raised the idea of holding a talent show/competition at the end of the Larks in the Parks series in 2006. This item would be included on a future agenda.
- GRANT APPLICATIONS
- Amber Valley Responder Scheme - 216
RESOLVED to agree a grant of £500 to assist with the purchase of a defibulator.
- Belper Folk Club - 217
RESOLVED to decline the application for a grant on this occasion.
- Belper & District Road Safety Committee - 218
RESOLVED to agree a grant of £30 towards the running costs.
- Belper Poetry People - 219
RESOLVED to agree a grant of £300 to assist with the second phase of the Beth Fender Poetry Trail.
- Amber Valley Hearing Help - 220
RESOLVED to decline the request for grant assistance on this occasion.
- Girlguiding - Amber District - 221
RESOLVED to agree a grant of £50 towards their promotion.
- MAURICE COWARD AWARD
RESOLVED to agree to pay Belper & District Neighbourhood Watch Support Group a grant of £50 to sponsor the Maurice Coward Award.
- CAR BOOT SALE APPLICATIONS:
- Pottery School
RESOLVED to permit Pottery School to hold car boot sales on 24 April, 22 May and 19 June 2005.
- Belper North Mill Trust
RESOLVED to permit Belper North Mill Trust to hold a car boot sale on 1 May 2005.
- BELPER MUSIC AND ARTS
As the Town Council's representative on this body, Councillor Dorey reported his concern that meetings of the Belper Music and Arts Committee had ceased yet the group was continuing to operate exclusively from the Queens Head. Despite Councillor Dorey's assistance, the financial information requested under the terms of the Council's grant had not been forthcoming.
It was therefore RESOLVED that Belper Music and Arts be advised that the Town Council had no further interest in this organisation and that they be requested to return the remaining portion of the grant for which they have not accounted to the Council.
- 200 YEAR CELEBRATION OF THE BATTLE OF TRAFALGAR
RESOLVED that the Council should register its interest in participating in the celebrations which are to take place 21-23 October 2005 and to call a public meeting in the next few months.
- BONFIRE - BELPER HOCKEY CLUB
Unfortunately, there was no member of the Hockey Club available to attend the meeting. However, the Clerk was asked to contact the Hockey Club to ask what contribution they would wish to see from the Town Council in respect of their arrangements for the bonfire in November.
