BELPER TOWN COUNCIL
MINUTES OF THE MEETING OF 10th MAY 2005
PRESENT: Councillor Peter Arnold (Town Mayor) - in the Chair
Councillors: Jim Anderson, Deborah Biss, Joseph Booth, Alan Cox, Jackie Cox, Les Dorey, Colin England, Russell Horsley, Peter Makin, John Nelson, Mick Nelson, Mark Robertson and Martin Tomlinson.
- PUBLIC PARTICIPATION
The new Police Inspector, Paul Allen attended the meeting to answer any questions which may be raised by the public or Members of the Council. Several issues were briefly discussed and Inspector Allen reporting on current crime statistics advised that all areas of crime in Belper had seen an improvement during the year.
Inspector Allen was thanked for his attendance and was asked to ensure that a police representative attended future Council meetings whenever possible.
- ELECTION OF TOWN MAYOR
The retiring Mayor, Councillor Peter Arnold said he had very much enjoyed his year of office and hoped he had served Belper well during that time as he would endeavour to do in the future. He made special mention of the contribution made by his fellow Councillors for all their hard work and co-operation and of his thanks which were due to the Mayor's Secretary, Mrs Rosemary Bridges and the Clerk, Mrs Elaine Hibbert who were presented with a gift and flowers respectively.
Councillor Colin England was then nominated and duly elected as Mayor for the municipal year 2005/2006 and he duly signed the declaration of acceptance of office. Councillor England said he was delighted to be given the opportunity to represent the Town Council and looked forward to meeting and serving Belper residents during his year in office.
- ELECTION OF DEPUTY TOWN MAYOR
Councillor Mick Nelson was nominated and duly elected as Deputy Mayor for the ensuing municipal year. Councillor Nelson said he was honoured to accept the position and duly signed the declaration of acceptance of office.
- APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillor Mel Cluskey (holiday).
- DECLARATIONS OF INTEREST
There were no declarations of interest.
- CHANGE IN THE ORDER OF BUSINESS
There was no change in the order of business.
- TO APPROVE THE MINUTES OF THE ANNUAL MEETING HELD 11 MAY 2004
RESOLVED to receive and approve the Minutes of the Annual Meeting held 11 May 2004.
- MAYOR'S ALLOWANCE 2005/2006
The Mayor, Councillor England left the room for discussion to take place on this matter.
RESOLVED to agree the Mayor's allowance of £2000 for the municipal year 2006/2006 which amount had been provided for in the budget.
- MEMBERSHIP OF COMMITTEES 2005/6
RESOLVED to agree the Schedule of Committee Membership for 2005/2006 as set out in the attached Appendix 1.
- MEMBERSHIP OF OUTSIDE BODIES 2005/6
RESOLVED to agree the Schedule of membership of Outside Bodies for 2005/2006 as set out in the attached Appendix 2.
- DATES OF COUNCIL AND COMMITTEE MEETINGS 2005/2006
RESOLVED to accept the proposed schedule of dates for Council Meetings during 2005/2006.
