AGENDA FOR THE MEETING OF 12th JULY 2005
PUBLIC PARTICIPATION
- A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
- Police Matters:
Superintendant Garry Sherwood will be present in response to Council's request for the attendance of the Chief Constable.

PART 1 - NON EXEMPT (NON CONFIDENTIAL) INFORMATION

- Declarations of interest.
- To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
"That in accordance with Section 100A(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw."
- To receive and approve Minutes 272-306 of the Council Meeting held on 14 June 2005.
- To note the Minutes of a Meeting of the Christmas Committee held Thursday, 7 July 2005. (To be tabled)

- Planning Applications:
- To consider the planning applications circulated on the schedules dated 27 June (previously circulated) and 4 July 2005.
- To consider the planning applications on any schedule circulated at the meeting.
- Planning: New Development Planning System
Informal comments requested by Amber Valley Borough Council on the draft Statement of Community Involvement.
- Justices and Entertainments Licences:
- To consider those applications on the schedules dated 27 June (previously circulated) and 4 July 2005.
- To consider the applications on any schedule circulated at the meeting.
- Finance:
- To agree the Statement of Accounts and Supporting Notes included in the Annual Return for the year ended 31 March 2005.
- To note and agree income and expenditure for the period 1/5/05-31/05/05. A schedule is attached showing income of £7671.16 and expenditure of £12,155.24.
- To consider the insurance situation of Beaurepaire Garden. Item deferred at previous meeting.
- To consider the Council's position re the use of the logo following a request from the Poetry People to use the logo on their promotional material. Item deferred at previous meeting.
- Appointment of Council Representative to the Belper Community Hall Committee.
- To receive reports from Representatives of Outside Bodies.
- To consider Grant Requests as follows:
- Belper Historical Society and North Mill Volunteers Assoc. - 223 Application for grant in respect of the construction of a wheelchair-accessible pathway in Beaurepaire Garden.

- Belper Amateurs Cricket Club - 222
To consider the request for a grant (amount unspecified) in respect of replacement of generator.
- To note the receipt of accounts from Belper Music and Arts further to Council's request for repayment of the grant.
- To receive an update on the series of Larks in the Parks - Councillor Les Dorey will report.
- To discuss arrangements for the Well Dressings - Councillor John Nelson will report.
- To consider the Council's response to the questionnaire on the statement of community involvement in respect of Derbyshire Minerals and Waste Development Framework.
Development Plan - Minerals Site Allocation
In addition, Council's comments are sought on the development plans for mineral aggregates extraction as attached letter from Derbyshire Development Plans Joint Advisory Committee.
- To agree the use of the Town Council's seal on the Pension Admission Agreement between the Derbyshire County Council and the Trustees of Belper Leisure Centre Trust ref DWT/4128. (Copy available on request from the Clerk)
- Coppice Car Park. The Clerk will report on proposals further to the objections re the new lighting columns and to a meeting held with Mr John Proctor re the Autumn Fair.
- To consider a response to BT in respect of their proposals to re-align payphone provision ie convert the two kiosks at Derby Road Milford and Blackbrook Belper to cashless.
