AGENDA FOR THE MEETING OF 6th SEPTEMBERE 2005

PART 1 - NON EXEMPT (NON CONFIDENTIAL) INFORMATION
  1. Apologies for absence. (Reasons for apologies should be given.)
  2. Change in order of business.
  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    "That in accordance with Section 100A(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw."
  5. To receive and approve Minutes 307-334 of the Council Meeting held on 12 July 2005. (Attached)
  6. To note the Minutes of a Meeting of the Finance Working Party held Friday 2 September 2005 and consider the recommendations contained therein. (To be tabled)
  7. Mayor's announcements.
  8. Planning Applications:
    1. To consider the planning applications circulated on the schedules dated 22 July, 10, 19 and 23 August 2005 (previously circulated).
      Holding responses have been sent to AVBC in respect of the following applications which require discussion:
      Schedule 10/9/05:
      1. AVA/2005/0916 Change of use from A1 to A5 (hot food takeaway) at 38 Market Place
      2. AVA/2005/0919 Listed building consent for change of use and erection of 400mm flue to rear at 38 Market Place
      Schedule 19/8/05
      1. AVA/2005/0948 Erection of 18 apartments at land at Strutt Street
      2. AVA/2005/0958 Demolition of garages and construction of five residential properties at Park Road Car Park, Park Road
    2. To consider the planning applications on any schedule circulated at the meeting.
    3. To note the approval of the mini-roundabout at the junction of Bargate Road/Sandbed Lane (correspondence from DCC attached)
  9. Justices and Entertainments Licences:
    1. To consider those applications on the schedules dated 22 July, 10, 19 and 23 August 2005 (previously circulated).
    2. To consider the applications on any schedule circulated at the meeting.
  10. Finance:
    1. To note and agree income and expenditure for the period June and July 2005. A schedule is attached showing income of £1270.54 and expenditure of £11,465.01 in June and income of £3008.02 and expenditure of £55,202.71 in July.
    2. To agree the Statement of Assurance referred from the Finance Committee meeting of 2 September 2005 (to be tabled).
    3. To agree the Risk Assessments considered by the Finance Committee (to be tabled)
  11. Quality Council:
  12. To consider Grant Requests as follows:
    1. Request for funding in respect of the Management of the World Heritage Site. Attached correspondence from the Derwent Valley Mills Partnership refers.
    2. Belper Meadows Sports Club - 225
        To consider a request for funding of £1000 in respect of assistance with a bonfire night and firework display.
    3. Belper Historical Society/Belper North Mill Volunteers - 223
        Item deferred at previous meeting for further information.
  13. To receive comments on the proposals included in the review of the NALC Larger Local Councils Committee and service to local councils as correspondence from DALC attached.
  14. Beaurepaire Garden:
    1. To consider the access situation. Letter from DCC attached.
    2. Update on progress re the transfer of the leases
  15. Outside Bodies:
    1. To appoint a representative on the Mid Derbyshire Citizens Advice Bureau Committee to replace Anna Hingston
    2. Membership of Belper & Milford Townscape Heritage Initiative Steering Group
    3. To receive reports from representatives.
  16. October Fair:
    1. Permission has been requested for the fair to be held on the 27, 28 and 29 October 2005 on the Coppice Car Park. The car park would be closed from 23 to 30 October.
    2. To consider John Proctor's proposals for creating areas of hard-standing on the verges of the car park to take vehicles and equipment (attached).
  17. Belper Cultural Centre:
  18. To agree procedures for the use of the Town Council's maypole. A report from the Town Clerk is attached.
  19. Car Boot Sales:
    1. To note the Clerk's permission given to the holding of a car boot sale at the White Hart, Sandbed Lane on 20 August 2005.
    2. To consider a request for the holding of a French Market at various locations in the Town over the weekend of 7, 8 and 9 October 2005. Request from the Town Centre Manager to be tabled.
  20. To note that a training session on the Code of Conduct is being organised for Councillors on 25 October 2005. Further details will be available for the meeting.
