MINUTES OF THE 32nd ANNUAL ASSEMBLY OF THE PARISH OF BELPER HELD AT THE COUNCIL OFFICES, ST JOHN'S CHAPEL, THE BUTTS, BELPER ON TUESDAY, 9 MAY 2006
PRESENT: Councillor Colin England (Town Mayor) - in the Chair
Councillors: Councillor Jim Anderson, Peter Arnold, Deborah Biss, Joseph Booth, Melvyne Cluskey, Alan Cox, Jackie Cox, Les Dorey, John Nelson, Mick Nelson, Mick Potter, Mark Robertson and Martin Tomlinson.
1/06 APPOINTMENT OF CLERK FOR THE MEETING
Mrs Elaine Hibbert was appointed Clerk for the meeting.
2/06 MINUTES OF THE 31st ANNUAL ASSEMBLY OF PARISH AND ANNUAL MEETING OF THE COUNCIL HELD 10 MAY 2005
The Minutes of the 31st Annual Assembly of the Parish of Belper held 10 May 2005 were confirmed as a correct record and signed by the Mayor.
3/06 ANNUAL REPORT 2005/2006
The Mayor, Councillor Colin England introduced the Annual Report of the Town Council for the municipal year 2005/6. He said he was delighted to report that his term of office had seen a continuance of the Council's effective management of the precept in again providing valuable services and amenities to the community with no increase to Belper ratepayers.
Councillor John Nelson, as Leader, then highlighted sections of the report which detailed the various services and the many events and activities that had taken place throughout the year. He thanked Councillor England and his wife Joyce for carrying out their duties as Mayor and Mayoress with such enthusiasm and dedication. He also thanked his fellow Members for their continued commitment and all the staff for their hard work.
It was RESOLVED to note the Annual Report for 2005/6
4/06 BUDGET AND COUNCIL TAX PRECEPT FOR 2006/2007
RESOLVED to note the Budget and Council Tax Precept of £222,000 for 2006/2007.
5/06 MAURICE HEELY AWARD
The shield, certificate and cheque for £400 for services to the young people of Belper was presented to Andrea Fox and those members present from the Drop Inn. The Mayor said he was particularly pleased to present this very well deserved award and wished the Group continued success.
6/06 TOWN SERVICE AWARDS
Two framed certificates were awarded in appreciation of outstanding services provided to the Belper community as follows:

Mr Bernard Holden

- PUBLIC PARTICIPATION
Police Inspector, Pete Szabo attended the meeting to answer any questions raised by the public or Members of the Council. Several issues were briefly discussed and Members were pleased to note that the crime prevention and detection measures that had been put in place, for example increased patrols and reinstatement of CCTV cameras, were producing encouraging results.
Inspector Szabo thanked the public and members of the Council for their support and looked forward to working in continued co-operation.
- ELECTION OF TOWN MAYOR
The retiring Mayor, Councillor Colin England said how much he and Joyce had enjoyed their in office and the opportunity it had given them to represent the Council and the Town and to meet many interesting people. They had particular enjoyed local events and had been delighted to be able to raise money for charity. He made special mention of the valuable assistance he had been given by his Secretary, Rosemary Bridges and thanked the Clerk, Elaine Hibbert for her help and advice. Both were presented with a gift. Finally Councillor England thanked his wife with a bouquet of flowers for all her loyal support.
Councillor Mick Nelson was then nominated and duly elected as Mayor for the municipal year 2006/2007 and he signed the declaration of acceptance of office. Councillor Nelson said he was honoured to be given the opportunity to represent the Town Council as Mayor and looked forward to meeting and serving Belper residents during his year in office.
- ELECTION OF DEPUTY TOWN MAYOR
Councillor Jackie Cox was nominated and duly elected as Deputy Mayor for the ensuing municipal year. Councillor Cox said she was delighted to accept the position and duly signed the declaration of acceptance of office.
- APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillor Russell Horsley (working abroad) Peter Makin (transport difficulties).
- DECLARATIONS OF INTEREST
There were no declarations of interest.
- CHANGE IN THE ORDER OF BUSINESS
There was no change in the order of business.
- TO APPROVE THE MINUTES OF THE ANNUAL MEETING HELD 10 MAY 2005
RESOLVED to receive and approve the Minutes of the Annual Meeting held 10 May 2005.
- MAYOR'S ALLOWANCE 2006/2007
RESOLVED to agree the Mayor's allowance of £2000 for the municipal year 2006/2007 which amount had been provided for in the budget.
- MEMBERSHIP OF COMMITTEES 2006/7
RESOLVED to defer this matter for discussion at the next meeting of Council.
- MEMBERSHIP OF OUTSIDE BODIES 2006/7
RESOLVED to defer this matter for discussion at the next meeting of Council.
- DATES OF COUNCIL AND COMMITTEE MEETINGS 2006/2007
RESOLVED to accept the proposed schedule of dates for Council Meetings during 2006/2007 with one amendment ie the Annual meeting in May 2007 will be held on 15 May to correspond with local elections. It was noted that an additional meeting may have to be called before the next scheduled meeting in June to allow urgent business to be discussed.
