  1. A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
  2. Police Matters:
    A representative of the local Police will be present to report on their recent performance and deal with issues raised by members.

PART 1 - NON EXEMPT (NON CONFIDENTIAL) INFORMATION

  1. Apologies for absence. (Reasons for apologies should be given.)
  2. Change in order of business.
  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    "That in accordance with Section 100A(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw."
  5. To receive and approve Minutes 595-627 of a Meeting of the Town Council held on 11 July 2006 (attached).
  6. To receive and note Minutes 92-101 of a Meeting of the Finance Committee held 28 July 2006 and consider the recommendations contained therein.
  7. Mayor's announcements.
    1. Appointment of Town Crier. Mr Terry Porter of 32 Long Row has offered his services.
    2. Report on the Mayor's activities in the month.
  8. Planning Applications:
    1. To consider the planning applications on the schedules circulated on 25 July, 3 August, 11 August and 18 August 2006.
    2. To consider any additional planning schedule which may be circulated prior to the meeting.
    3. Discussion of planning application AVA/2006/0855 - extension of opening hours at the Red Tulip, 3 Strutt Street - requested by Councillor Peter Makin. (Schedule 25 July)
  9. Finance:
    1. To consider income and expenditure for the period 1 July to 24 August 2006. Sheets attached showing net expenditure of £55,770.68 and net income of £10,406.47.
    2. To consider rental of a franking machine. Report by the Clerk attached.
  10. Notice of Election:
    To note Nominations are being sought for a Town Councillor in the North Ward to replace Russell Horsley for the period to May 2007. If the election is contested, the poll will take place on Thursday 5 October 2006.
  11. Outside Bodies:
    1. To receive reports from Council representatives.
    2. To nominate a Member to represent the Council on the Derwent Valley Mills Tourism, Arts and Heritage Site Panel. Meetings are held Wednesday mornings three times a year - mid November, mid March and mid July. The venue moves around but furthest south is the Silk Mill in Derby and furthest north is County Hall, Matlock.

  13. Premises Licence - Belper Market Place
    To note the granting of a Premises Licence on the Market Place on the condition that a Designated Premises Supervisor is appointed for 365 days of the year.
  14. Belper and Milford Townscape Heritage Initiative:
    1. The Butts Phase II -
      To note work is delayed until the beginning of November.
    2. The Memorial Gardens -
      To consider the attached report. The Town Council has commissioned a report on all the trees in the Memorial Gardens at a cost of £240.
    3. The Coppice Car Park -
      To consider the attached report concerning the footpath, grass verges and boundary wall.
    4. The Market Place -
      To consider the attached report requesting the relocation of the bins currently used by Threshers and the Black Swan into the Coppice Car Park.
    5. Black Swan Seating Area -
      To consider the attached report requesting removal of disabled car parking spaces on the Marking Place and providing new places in the Coppice Car Park in order to facilitate an outdoor seating area for the Black Swan.
  15. Proposed improvement to street lighting on the A609 in Belper:
    To consider a letter and proposals from Derbyshire County Council
  16. To consider the provision of a dog bin and blackspot lighting in the Play Area between Edensor Drive/Weavers Close and Falcons Rise (item included at the request of Councillor Martin Tomlinson).
  17. To consider a request for the Town Council to adopt Belper Railway Station. (Further details of the scheme attached as requested following the last meeting).
  18. To consider the Environment Agency's Local Flood Warning Scheme. (Attached)
  19. To consider requests for Bus Shelters on Sandbed Lane (either side of the road on Pinchom's Hill) and Whitemoor Lane. (Report attached).
  20. Belper and Milford Conservation Area Character Appraisal: To note the letter from AVBC and the Clerk's reply (attached).
  21. To consider a request from Proctor's (Nottm) Fun Fairs to hold the annual fair on the Coppice Car Park from 2 November to 4 November with vehicles pulling on from Sunday 29 October and vacating the site on Sunday 5 November 2006.
  22. To note the Council has been invited to attend the East Midlands in Bloom presentation in Leicester on 13 September.
  23. To note the suspension of the Shopmobility scheme. (Letter from Layton Davis attached).
  24. To consider the attached proposal from Amber Valley Borough Council's Health and Safety Manager concerning promotion of the Council's Dog Service.
  25. To consider the 2007 Larks in the Parks Event. Councillor Les Dorey will report on discussions with the Friends of Belper River Gardens and the proposals for additional amplied events.
  26. Whitemoor Lane - Road Safety Improvement
    To note the County Council have rejected the Town Council's recommendations regarding this scheme. Councillor Les Dorey will report.
  27. To consider the Items for Information on the attached schedule.

  1. To consider the appointment of the temporary General Assistant on a further contract of employment for the next twelve months as recommended by the Finance Committee.
  2. To comment on the proposed terms of reference in respect of a review of Belper Leisure Centre Trust. Letter from Amber Valley Borough Council attached.
