AGENDA FOR THE MEETING OF 14th NOVEMBER 2006
PUBLIC PARTICIPATION
- Presentation of the Certificate in respect of the Council having achieved "Quality Council Status" - Derek Orchard, Chairman of the Accreditation Panel and Brian Wood of DALC.
- A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
- Police Matters:
A representative of the local Police will be present to report on their recent performance and deal with issues raised by members.

- To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
"That in accordance with Section 100A(4) of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public and press be excluded from the meeting and they be instructed to withdraw."
- To receive and note Minutes 657-687 of a Meeting of Belper Town Council held 10 October 2006 (attached).
- To receive and note Minutes 102-111 of a Meeting of the Finance Working Party held on 27 October 2006 (attached) and to consider any recommendations contained therein. Agenda items 9a and 9b also refer.
- To receive and note Minutes 169-176 in respect of a Meeting of the Christmas Committee held 12 October 2006.
- Mayor's announcements.
Report on the Mayor's activities in the month.
- Planning Applications:
- To consider the planning applications on the schedules circulated on 19 and 30 October (already circulated).
- To consider any additional planning schedule which may be circulated prior to the meeting.
- Finance:
- To agree the Terms of Reference for the Finance Working Party (attached).
- To agree revised Financial Regulations (attached).
- To consider income and expenditure for the period 28 September to 31 October 2006. Sheets attached showing net expenditure of £16,342.20 and net income of £8000.09.
- Grant request - 243 - Victim Support
To consider the attached request for grant funding to assist with the provision of an improved service.
- Outside Bodies:
- To receive reports from Council representatives.
- To nominate a representative onto the Matthew Smith Almshouses Trust to replace Councillor Jackie Cox
- To nominate a "non-voting" representative onto Friends of Belper River Gardens.
- To note the following circulars from DALC:
- Circular No. 37 - The Regulatory Reform Fire Safety Order 2005. Written risk assessments now required.
- Circular No. 38 - Training. Note: Rosemary Bridges and Lynne Kennedy are booked on a two day CiLCA course (re Clerk's qualification) - Wednesdays, 17 January and 14 March 2007 at a cost of £120 each.
- Circular No. 39 in respect of the Local Government White Paper - Strong and Prosperous Communities (attached for comment).
- Belper Market Place and Licensing Issues:
- Clerk will report progress on DPS for the Market Place Premises Licence.
- E-mail from Councillor Les Dorey re the licensing regulations -attached for discussion.
- To consider the attached request from Mr and Mrs McCready regarding renting space on the Market Place for outdoor seating.
- Blackspot Lighting Scheme:
- St Peter's Church.
The additional information requested will hopefully be available for consideration at the meeting.
- Edensor Drive/Weaver Close.
To note and consider the responses from Derbyshire County Council (attached).
- To consider the attached recommendation of the Parish Remuneration Panel concerning a Parish Allowance Scheme for Members.
- To consider the attached Postcomm consultation document concerning a review of collection and delivery times. (Postcomm is the Postal Services Commission, independent regulator for postal services)
- To note receipt of the Derwent Valley Mills World Heritage Site Annual Report 2005/6. Report available from the Clerk - Letter attached.
- Memorial Gardens: To agree a schedule of tree works following the report presented to the last meeting.
- To report on the meeting held on 7 November 2006 regarding the proposed Annual Food Fair and Continental Market
