  1. A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
  2. Police Matters:
    A representative of the local Police will be present to report on their recent performance and deal with issues raised by members.

  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  5. To receive and note Minutes 688-712 of a Meeting of Belper Town Council held 14 November 2006 (attached).
  6. Christmas Committee
    1. To receive and note Minutes 177-184 in respect of a Meeting of the Christmas Committee held 16 November 2006.
    2. To receive an update on the Switching on of the Christmas Lights on Friday 1 December.
  7. Mayor's announcements.
    Report on the Mayor's activities in the month.
  8. Planning Applications:
    1. To consider the planning applications on the schedules circulated on 23 November 2006 (already circulated) and 4 December (attached).
    2. To consider any additional planning schedule which may be circulated prior to the meeting.
    3. To note the attached copy letter from Friends of Belper Parks to AVBC concerning the development of the former Parks School Site.
  9. Finance:
    1. To consider income and expenditure for the period 1 to 30 November 2006. Sheets attached showing net expenditure of £13,585.40 and net income of £2096.48
    2. To report on any issues arising from the meeting of the Finance Working Party on 11 December 2006.
  10. Outside Bodies:
    1. To receive reports from Council representatives.
    2. To nominate a representative onto Belper Leisure Centre Trust to replace Councillor Joe Booth.

  12. To consider a proposed Alcohol Designation Order at Belper Parks (letter from AVBC attached).

  14. Licensing Issues:
    The Clerk will report on any progress with the licensing issues concerning Belper Market Place and Belper Leisure Centre.
  15. To note the attached draft agreement in connection with the Council's use of the car park at St John's Chapel.
  16. To consider proposals for repairs and maintenance of St John's Chapel. Report from Councillor Barry Lewis and English Heritage attached.
  17. To consider costs of tree works in Belper Memorial Gardens (to be tabled) and agree a schedule of works.
  18. To consider the purchase of a trailer. (Details will be tabled).
  19. To consider the attached proposal to enter into an agreement to produce four copies of a Town Centre Guide over an eight year period.
  20. To consider the attached e-mail from Mr David Parker requesting support for a residents' parking scheme on Penn Street.
  21. To note the attached letter from Derbyshire County Council regarding the residents' application concerning parking around St John's C of E Primary School.
  22. To consider the attached letter from Amber Valley Borough Council in connection with a Proposed Alcohol Designation Order at Belper Park.
  23. Belper Civic Forum - To note the formation of the group as per attached letter.
  24. To consider the attached request from Derbyshire Rural Community Council regarding subscription to a Funding Newsletter - up to £50 per annum
