  2. Police Matters. A representative of Belper Police will be in attendance to report on issues affecting Belper.

  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.

  6. To receive and note:
    1. Minutes 118-122 of a Meeting of the Finance Working Party held 20 December 2006 (not circulated at January's meeting)
    2. Minutes 123-133 of a Meeting of the Finance Working Party held on 26 January 2007 (attached) and to consider any recommendations contained therein.
  7. Mayor's announcements.
  8. Finance:
    1. To note and agree income and expenditure for the period 29 December 2006 to 31 January 2007. A schedule is attached showing gross income of £7,999.50 and gross expenditure of £21,723.50.
    2. To note and agree income and expenditure transactions from 1 April to 28 December 2006, not previously reported to Council. A schedule is attached showing gross income of £2,868.61 and gross expenditure of £10,966.16.
    3. To note the attached bank reconciliation for current/public reserve accounts as at 29 December 2006.
  9. Planning Applications:
    1. To consider the planning applications on the schedules dated 18 and 25 January 2007
    2. To consider the planning applications on any schedule circulated at the meeting.
  10. Insurance: To note that the Council's insurance with Zurich Municipal is due to be renewed with effect from 1 March 2007. A review of alternative insurers has been carried out (as attached report).
  11. To consider the recommendations arising from a meeting of St John's Chapel Working Party following a meeting on 7 February 2007. (To be tabled)
  12. To receive a report on arrangements for May Wakes Day following a meeting on the morning of 13 February 2007.
  13. To receive a report on arrangements for the July Food Fair following a meeting on the morning of 13 February 2007.

    1. To consider the proposals of Belper & Milford Townscape Heritage Initiative Steering Group in respect of the Market Place. (Details of the Market Place Masterplan attached)
    2. To note the planning application for an outdoor seating area at the Black Swan (attached).

  16. To consider the attached quote for £929.40 in respect of the provision of a costume for the new Town Crier.
  17. To consider a request from Mr Peter Davies for funding of £130 towards a retrospective planning application in respect of Beaurepaire Garden. (Letter from Mr Davies and a letter to the Strutt's Surveyors attached)
  18. Code of Conduct - This item has been included at the request of Councillor Makin. (Article from NALC attached for information)
  19. To consider the provision of bus shelters as the attached report by the Clerk.
  20. To consider a request from Mr John Proctor to hold a Fair on the Coppice and Market Place from 1-3 November 2007.
  21. To agree entry into the East Midlands in Bloom Competition for 2007.
  22. To consider the attached request from Mr & Mrs Caddick of Sunnybrow, for the Coppice Car Park to be illuminated throughout the night.
  23. To consider a request for Belper Baptist Church and Churches Together to hold an event on the weekend of 24/25 March 2007 as attached letter from Mrs M A Reynard.
  24. To note the creation of a new polling district in Belper North Ward as attached letter from Amber Valley Borough Council.
  25. To consider the attached details from Derbyshire Wildlife Trust regarding The Great Trees of Derbyshire Project.
  26. To consider the attached letters from Derbyshire County Council and the National Probation Service concerning the Reorganisation of the Probation Services.

PART II
EXEMPT INFORMATION
  1. To note the attached claim against the Council's Public Liability insurance concerning an incident that took place at the Farmers' Market in 2004. The matter is being handled by the Council's insurers who had rejected the claim and considered the matter closed in 2005.
  2. To receive a verbal report from the Chairman concerning a meeting with the Consultants carrying out a review of Belper Leisure Centre Trust.
