PARISH OF BELPER
33rd ANNUAL ASSEMBLY OF PARISH MEETING
will be held in the Council Offices, St John's Chapel, The Butts, Belper on
Tuesday, 15 May 2007 at 7.00 pm
The business to be transacted is set out in the Agenda below.
The meeting will commence with prayers.
AGENDA
  1. To appoint a Clerk for the meeting.
  2. To receive and approve the Minutes of the 32nd Annual Assembly of Parish Meeting held 9 May 2006.
  3. To receive the Annual Report detailing the work of the Town Council for the Municipal Year 2006/2007.
  4. Budget and Council Tax Precept for 2007/8. A copy of the budget is attached which shows the precept of £222,000.
  5. Presentation of The Maurice Heely Award.
  6. Presentation of The Town Service Awards
  7. To consider any other Parish matter which may be brought forward for consideration by the Town Council or local government elector(s).
NB The public are entitled to be present at the meeting but such persons only as are local government electors for the Parish may be allowed to speak.

ANNUAL MEETING OF BELPER TOWN COUNCIL
(after the Annual Parish Meeting which takes place at 7 pm).

A) PUBLIC PARTICIPATION
A short period of time will be made available for members of the public to raise any issues with Members of the Town Council.
B) POLICE
A representative of the local police will be present to discuss any law and order issues.

  1. Election of Town Mayor.
  2. Election of Deputy Town Mayor.
  3. To receive Members' Declarations of Acceptance of Office (including agreement to abide by the Code of Conduct and a declaration for the Register of Interests).
  4. Apologies for absence. (Reasons for absence must be given)
  5. Change in the Order of Business.
  6. Declarations of Interest.
  7. To confirm the Minutes of the Annual Meeting held 9 May 2006 as approved by Council on 6 June 2006.
  8. To approve the Mayor's Allowance for 2007/2008 (Budget £2000).
  9. Appointment of Members to Council Committees 2007/2008.
    A chart showing the Council's Committee structure and the Schedule of present Membership of each Committee is attached for information.
  10. To agree the attached Terms of Reference for the following Committees and Working Parties:
    1. Finance Working Party
    2. Staff Working Party
    3. Christmas Committee
    4. Wakes Committee
    5. Belper Food Committee
    6. Licensing Committee
    7. St John's Chapel Working Party
  11. Appointment of Representatives to Outside Bodies for 2007/2008
    The Schedule of present Representatives on Outside Bodies is attached for information.
  12. To adopt The Local Authorities (Model Code of Conduct) Order 2007.
  13. Dates of Council and Committee Meetings in 2007/2008.
    A Proposed Schedule of Meetings attached for consideration.
