AGENDA FOR THE MEETING OF 11th DECEMBER 2007

PART 1 – NON EXEMPT (NON CONFIDENTIAL) INFORMATION
  1. Apologies and reasons for absence.

  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  5. Public Participation:
    1. A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
    2. Presentation by Cedric Blakey re the Community Flood Fair to be held on 28 January 2008
  6. Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper.
  7. County Councillor’s Briefing.
  8. To receive and approve Minutes 939-957 of the Council Meeting held on 13 November 2007. (Attached)
  9. Mayor’s announcements.
  10. Finance:
    1. To note and agree income and expenditure for the period 1st to 29 November 2007. (Schedules attached showing Income of £2000.40 and Expenditure of £5985.63)
    2. To note the bank reconciliation for current/public reserve accounts as at 30 November 2007. (Attached)
  11. Planning Applications:
    1. To consider the planning applications on the schedules dated 29 October to 20 November 2007 (previously circulated) and 27 November – 3 December 2007 (herewith). Further details of application AVA/2007/1436 re land (Bugsy’s) at Strutt Street attached.
    2. To consider the planning applications on any schedule circulated prior to or at the meeting.
  12. Grant Applications:
    265 - To consider the attached application from Belper Hockey Club for funding of £3000. The Club’s accounts will be available for the meeting.
  13. Outside Bodies.
    1. To receive verbal reports from Council Representatives on outside bodies
    2. To consider the attached letter from Derby and Derbyshire Local Access Forum and appoint a representative if deemed appropriate.
  14. To note the launch of the Derby and Derbyshire Economic Partnership (DDEP) Market Towns Grant Fund “Progressive Towns Grant Fund”. (Copy leaflet attached) and to consider any suitable projects for which a grant could be sought.
  15. To consider the proposals of Belper Civic Forum (raised at the October meeting in Public Participation) concerning the future use of Herbert Strutt School.

  17. Car Boot Sales:
    To consider the attached request from Mr Lee Andrews concerning proposed indoor sales at Belper Leisure Centre on seven dates in 2008.
  18. To agree the Clerk’s signature on a Derbyshire County Council Memorandum of Rent Review in respect of the Town Council’s lease of land at Hunter Road for use as allotments. In accordance with an earlier agreement, the rent increases to £210 per annum w.e.f. 6 April 2008.
  19. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
PART II - EXEMPT INFORMATION
  1. To note the implementation of the Council employees’ salary increases by 2.475% back-dated to 1 April 2007 in accordance with the National Joint Council for Local Government services.
