  1. Apologies and reasons for absence.

  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  5. Public Participation:
    1. A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
    2. Borough Councillor, Peter Makin will address the meeting to seek Council’s support for a pedestrian refuge at the junction of Church Lane and Green Lane.
    3. Les Dorey, representing Friends of Belper River Gardens, will report on arrangements for this year’s Larks in the Parks.
  6. Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper.

  8. To receive and approve Minutes 979-997 of the Council Meeting held on 8 January 2008. (Attached)
  9. To note the Minutes of a Meeting of the Finance Working Party held 25 January 2008 and approve the recommendations contained therein. (Attached)

    263 - To consider the attached application from Derbyshire Children’s Holiday Centre. (Accounts attached)
  17. Outside Bodies.
    1. To receive verbal reports from Council Representatives on outside bodies.
    2. To discuss Council representation on the Wakes Committee.
  18. Car Boot Sales: To note requests to hold car boot sales:
      a)from Mr Lee Andrews re Belper Leisure Centre (ie Commercial). (Letter attached) (Decision deferred from previous meeting) b)from Pottery School (Letter attached – possible date conflict with Well Dressings/Food Festival)
  19. To consider repeat advertising of St John’s Heritage Centre in the Belper Celebration Magazine at a cost of £100.
  20. Council’s comments sought by Amber Valley Borough Council on a request from John Lawson to hold a Circus on the Showground in the Autumn.
  21. To consider the attached Service Agreement with Amber Valley Borough Council concerning the Sports Outreach Scheme at a cost of £1500.
  22. To consider proposals for a Teen Shelter. Councillor Tomlinson to report.
  23. To consider the relocation of a redundant bus shelter from Far Laund to Whitemoor Lane. Councillor Tomlinson to report.
  24. To note the attached letter from AVBC re future Black Spot Lighting applications.

    To note the attached Communities document and note the availability of training for Councillors on all aspects of the Code.
  26. Request from Amber Valley Community Safety Partnership for support with publicity and/or a small financial contribution re the Football in the Community Event in Belper in April. (Attached e-mail refers)
