AGENDA FOR THE MEETING OF 11th MARCH 2008

- To determine if any items should be taken with the public excluded.
If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
- Public Participation:
A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
- Police Matters:
A representative of Belper Police will be in attendance to report on issues affecting Belper.
- County Councillor’s Briefing.
- To receive and approve Minutes 998-1029 of the Council Meeting held on 12 February 2008.
- To note the Minutes of a Meeting of the Belper Food Committee held 19 February 2008.
- To note the Minutes of the Christmas Committee Meeting held 26 February 2008.
- Mayor’s announcements.
- Finance:
- To note and agree income and expenditure incurred in the month covering transactions 1164-1257.
- To note the bank reconciliation for current/public reserve accounts.
- To consider a request from Friends of Belper River Gardens for the amount budgeted for Larks in the Parks (£3,300) to be paid in advance to the Group to allow them to manage the series of events more effectively. (Item deferred at previous meeting for the Clerk to report on the insurance position.)
- Planning Applications:
- To consider the planning applications on the schedules dated 19 to 25 February 2008, already circulated, and 26 February to 3 March 2008.
- To consider the planning applications on any schedule circulated at the meeting.
- Grant Applications:
- 266 - To consider the attached application from Derbyshire Army Cadet Force, Belper Detachment for an award of £2000
- 267 - To consider the attached application from Derbyshire Wildlife Trust for an award of £500.
- Outside Bodies.
- To receive verbal reports from Council Representatives on outside bodies.
- To consider Council representation on groups and organisations as per the attached list.
- Teen Shelter: Update by Councillor Tomlinson.
- Belper In Bloom.
- To note the attached notes of a Meeting of the Bloom Committee held 26 February 2008 and consider the points raised therein.
- To agree to undertake a DCC Section 115E Licence to cultivate the splitter island at the junction of Ashbourne Road and Belper Lane.
- Disabled Vehicle Garage
To receive a verbal report from the site meeting held immediately prior to this Council meeting concerning the future use of the garage.
- St John’s Chapel: Anti-social behaviour.
- To note the attached correspondence from the Derbyshire Constabulary:
- Divisional Commander
- Crime Prevention Survey
- To note the attached estimate in respect of fencing the old Scout Hut (forwarded for information from the PCC of St Peter’s Church)
- To note the proposals to include St John’s Chapel, car park and grounds in an Alcohol Designation Order
- To consider the attached request that the Council adopt the Animal Aid’s new Compassionate Charter.
- To consider a verbal request from Mr Michael McKean representing the Showmen’s Guild that the Council consider selling the Coppice Car Park to the Showmen’s Guild in order to create permanent Showmen’s quarters.
- Car Boot Sales/Fairs etc. To consider the attached requests:
- Denby Pottery – Various dates as letter attached
- Belper Celebration – Sales Spectacular 24 May 2008
- Resignation of Councillor Hassan Dervish. Letter of resignation attached.
- Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
