Declarations of interest.
To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
Public Participation:
A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper.
County Councillors' Briefing. Councillor Chris Jackson will report on progress with traffic management issues.
To receive and approve Minutes 1054-1073 of the Council Meeting held on 8 April 2008.
To receive and approve Minutes 1074-1087 of the Annual General Meeting held 13 May 2008.
To note the Minutes of the 34th Assembly of the Parish of Belper held 13 May 2008.
To note the Minutes of the Christmas Committee held 1 April 2008.
To note the Minutes of the Food Festival Committee held 6 May 2008.
To note the Minutes of the Wakes Committee held 6 May 2008.
Mayor's announcements.
Finance:
1. To note and agree income and expenditure incurred in the month covering transactions 1356-1513 and 1609-1704. Income of £121,131.78 and Expenditure of £29,057.75).
2. To note the bank reconciliation for current/public reserve accounts. (As at 30.4.08)
Planning Applications:
1. To consider the planning applications on the schedules dated 9, 15 and 24 April, 1, 6 and 14 May (already circulated), and 22-28 May 2008 .
2. To consider the planning applications on any schedule circulated at the meeting.
Grant Applications:
1. To confirm agreement to the payment at the appropriate times of the following annual grants included within the Budget:
  1. Fleet Arts - £7400
  2. Belper & District Citizens' Advice - £7500
  3. Amber Valley Community Transport - £2000
  4. HERS - £1500
  5. Belper North Mill Trust - £7200
  6. AVBC Sports Development - £1500
2. 270 - Derwent Valley Mills Partnership (World Heritage Site). To consider an application for a financial contribution of £500.)
3. 271 - Belper Stroke Club. To consider the application for a grant of unspecified amount.
4. 272 - Belper Social Club for the Disabled. To consider the application for a grant of £300.
Outside Bodies.
To receive verbal reports from Council Representatives on outside bodies.
Council Administration:
1. To note the purchase of a Canon photocopier at a cost of £4800.
2. To note the installation of BT Broadband and the networking of the three PCs
3. To note the two recent work experience placements from Belper School - Joshua Riches and Samantha Robinson.
Belper In Bloom.
To note that Judging Day is Wednesday morning 16 July.
To consider and agree adoption of the Standing Orders as presented to the Annual Meeting on 13 May 2008. (Already circulated)
Derbyshire County Council matters:
1. To note and comment if required on the Stopping Up of the Highways Order in respect of a ten metre length of highway at 1 High Street.
2. To consider and comment as appropriate on the consultation document - South East Derbyshire Accessibility Strategy.
Car Parking:
1. To note the progress with the lease on the Thornton's Car Park on Derwent Street and agree to erect a height restriction barrier at an approximate cost of £800.
2. To note and consider the proposal from Mr Robert Toplis re car parking provision at the Deb site.
3. The Clerk will report on correspondence re the no parking restriction on the Market Place.
To note that applications are being sought for grant aid under Round Two of Derbyshire County Council's Progressive Towns Grant Fund.
To consider a response to BT in respect of proposed removal of telephone kiosks in Belper as per the list.
To consider the arts project submitted by Mr Ivan Smith re a Sandarbh UK International Artist Residency in Belper in September 2008. Councillor John Nelson to lead discussion.
To consider a request from Mr Lee Andrews re additional car boot sales at Belper Leisure Centre on 14 September and 14 December 2008. In addition, he requests approval for date changes for those already agreed in October and November to 12 and 9 respectively.
To consider the correspondence from Councillor Les Dorey re a proposed lighting scheme for the Whitemoor Recreation Ground.
Ethical Training Compact: To consider the correspondence seeking Council's involvement in a Training Compact with local Standards Committees.
Items for Information: To note and discuss as required the items of correspondence detailed on the schedule. All correspondence is available for inspection from the Clerk.

PART II

EXEMPT INFORMATION

To note the payment of annual increments to the following staff w.e.f. 1 April 2008 in accordance with salary grades and scales: Rosemary Bridges, Glyn Haynes, Rose Kinder and Albert Smith.
Register of Interests. Members to note their current declarations and advise the Clerk of any updates required.
To note the correspondence re the draft Memorandum and Articles of Belper Leisure Centre Trust and the proposed transfer of undertaking and assets.
Memorial Gardens: To consider expenditure of approximately £3000 in respect of resurfacing the footpaths. The Clerk will report.
To consider a request for space in the Coppice Car Park in respect of the siting of three waste bins. Councillor John Nelson will report.
Whitemoor Medical Centre: To consider a verbal request from Derbyshire County Council that the Town Council maintain (only) two new bus shelters which will service the Medical Centre. The Clerk will report.
