AGENDA FOR THE MEETING OF 8th JULY 2008

PART 1 - NON EXEMPT (NON CONFIDENTIAL) INFORMATION
  1. Apologies and reasons for absence.

  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  5. Public Participation:
    A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
  6. Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper.

  8. To receive and approve Minutes 1088-1123 of the Council Meeting held on 10 June 2008. (Attached)

  12. Finance:
    1. To note and agree income and expenditure incurred in the month covering transactions 1705-1848. Schedules attached showing Income of £3372.72 and Expenditure of £27069.30).
    2. To note the bank reconciliation for current/public reserve accounts as at 31 May 2008. (Attached)
    3. To note completion of the internal audit and note and approve the attached Annual Internal Audit Report and Statement of Accounts for the financial year to 31 March 2008.
  13. Planning Applications:
    1. To consider the planning applications on the schedules dated 11-17 June, 17-23 June (already circulated), and 25 June to 1 July 2008 (attached).
    2. To consider the planning applications on any schedule circulated at the meeting.
    3. To consider the attached proposal from Amber Valley Housing re land at the corner of Mill Lane and Park Road
  14. Grant Applications:
    273 - Belper and District Road Safety Committee
    To consider the attached application for a grant of £30.
  15. Outside Bodies.
    To receive verbal reports from Council Representatives on outside bodies.
  16. Derbyshire County Council matters:
    To consider the attached proposal for waiting restrictions at Goods Road.
  17. Derwent Street Car Park: To note finalisation of the attached lease for the tenancy of the car park owned by Tesco Stores Ltd.
  18. Bus Shelters:
    1. To note the attached quotes from Shelter Maintenance in respect of repairs to two bus shelters:
      Derby road (opposite Derwent Avenue) - £329 plus VAT; and
      Far Laund (nr Ladywood Avenue) - £597 plus VAT
    2. To note that Derbyshire County Council are requesting a firm response regarding the Council's willingness to take on the cleaning and maintenance of the proposed two shelters (Section 136 monies) at the Whitemoor Surgery (e-mail attached).
  19. To discuss the attached letter from Mr Peter Hill re the anti-social problems surrounding St John's Chapel
  20. To consider the attached request from The Salvation Army for a Fun Day on Belper Market Place on 29 August 2008.
  21. To consider a verbal request from Mr Michael McKean for permission to overwinter on the Coppice Car Park for a period from November 2008 through to Easter 2009.
  22. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
PART II
EXEMPT INFORMATION
  1. STAFF ISSUES:
    To note the recommendations contained in the attached Minutes of the Staff Working Party and agree:
    1. to make permanent the temporary contract of the Grounds and General Services Operative;
    2. to note the resignation of Elaine Hibbert, the Town Clerk and the arrangements for finding her successor. To delegate responsibility for the appointment of a new Clerk to the interview panel and the Staff Working Party.
    3. the recommendations as regards the administration and finance posts and note the new job description (attached).
