Order of Business.
Declarations of interest.
To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
Presentation by Mr. Morgan from the Environment Agency department to update the Council on proposed flood defences in the area.
Public Participation:
A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper. Issues to be raised include vandalism at Hunter Road allotments and complaints about the Green House public house.

1. To note and agree income and expenditure incurred in the month covering transactions 1849-2114. Schedules attached showing Income of £11,304.89 and Expenditure of £36,882.53. (Attached)

PLANNING APPLICATIONS.
1. To consider the planning applications on the schedules dated 10 July - 18 August (already circulated), and 18 August - 1 September 2008 attached and to note decisions made dated 1 August - 1 September 2008. (Attached)
2. To consider the planning applications on any schedule circulated at the meeting.
3. Update on the proposal from Amber Valley Housing re land at the corner of Mill Lane and Park Road.
GRANT APPLICATIONS.
1. 274 - Belper Marlin swimming club - To consider the attached application for a donation request of £40.
2. 275 - The Sherwood Foresters Western Front Memorial Committee - To consider the attached application for a minimum grant of £30.
3. 276 - Belper Town Football Club - To consider attached application for a grant of £120 for the cost of perimeter sponsor advertising board.

DERBYSHIRE COUNTY COUNCIL MATTERS.
1. To note the Temporary Footpath closure - Belper Footpath 40 to facilitate public safety during repairs to wall retaining footpath.
2. Acknowledgement of letter sent from the Clerk re the proposed 'Waiting Restrictions' at Goods Road, Belper
AMBER VALLEY BOROUGH COUNCIL MATTERS.

8. Complaint received from a local resident re the demolition of the Scout Hut, St John's Chapel. (Attached)
9. To consider the suitability of St John's Chapel as a wedding venue.
10. To consider request from Proctor's Fun Fairs Ltd. to hold their annual Belper fair at the Coppice and Market Place.
11. To consider the request received from the Drop Inn premises, to use part of the old Thornton's car park for a 'vehicle driving taster' session. (Email attached)

2. Update on the Council's grant application to Environmental Grant Scheme for the visual improvement of the traffic island on the main gateway into Belper.
3. Request received from Babington Hospital for Car Boot Sale to be held 14 September. (Request agreed by the Clerk)
4. Compliment received on the floral displays in Belper.
5. Letter received requesting information of the whereabouts of personal possessions left at a Belper residence almost 30 years ago.
6. Cllr Mick Nelson to open the debate about the Councils position on the proposed 'Teen Shelter' at Whitemoor recreation park.
