AGENDA FOR THE MEETING OF 14th OCTOBER 2008

PART 1 - NON EXEMPT (NON CONFIDENTIAL) INFORMATION
  1. Apologies and reasons for absence.

  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  5. Public Participation:
    A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
  6. Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper.
  7. County Councillors' Briefing.
  8. To receive and approve Minutes 1148-1172 of the Council Meeting held on 9 September June 2008. (Attached)
  9. Mayor's announcements.
    1. Events in the Month (Remembrance Service, Opening of the Fair)
  10. Finance:
    1. To note and agree income and expenditure incurred in the month covering transactions 2115-2306. Schedules attached showing Income of £122,174.58 and Expenditure of £43,522.46.
    2. To note the bank reconciliation for current/public reserve accounts as at 31 August 2008. (Attached)
  11. Planning Applications:
    1. To consider the planning applications on the schedules dated 8-15 September, 16-22, September 23-29 September (already circulated),
    2. To note the planning application decisions 2 September - 3 October 2008 (Attached)
    3. To consider the planning applications on any schedule circulated at the meeting.
  12. To note the Clerk has granted permission for
    1. Craft Fayre to be held at the Lion Hotel 10 May 2009. (All proceeds raised will go towards the restoration of the Bateman Hall adjoining Christchurch)
    2. Car Boot sales to be held at Babington Hospital. 15 March, 17 May, 19 July and 20 September.
  13. Outside Bodies.
    To receive verbal reports from Council Representatives on outside bodies.
  14. To consider a verbal request from Councillor Les Dorey to speak to the council regarding funding of the 2008/09 Larks in the Park programme. (Attached)
  15. To note received the Borough Council's revised arrangements for the determination of Planning Applications. (Attached)
  16. To consider the invitation received from the Chairman of the Borough Council Planning Board Councillor Jim Anderson to meet with the Council to discuss planning matters and any requirements on planning training. (Attached)
  17. To consider nominations for the County Council Young Achievers awards 2008.
  18. To note James Skelton, a pupil at Belper School, will be joining the council to gain work experience as an Office Junior 16 March - 20 March 2009.
  19. To note receipt of the judges' comments and the Silver Medal Award in the East Midlands in Bloom competition. (Attached)
  20. To note invitation received to attend Belper Cottage Project 'Open Day' 22 October 3.00pm until 8.00pm.
  21. To note the sad loss of Angela Attenborough (Town Mayor 1986/87) (Condolences sent and a £50 donation sent to Woodlands Trust by the Clerk)
  22. Clerk to report on the damage to the height barrier at the Derwent Street car park 29 September and subsequent repairs.
  23. To consider request received from 'Keep Trade Local' campaign for the allocation of space for a petition at the Farmers Market.
  24. To note letter received from Lieutenant Commander Tredray (HMS Brocklesby) (Attached)
  25. To note the increased damage to the Far Laund bus shelter near Ladywood Avenue and to consider the quotation received. (Replacement of 3 panels £846).
  26. To consider making comments on the consultation 'Enforcement of Byelaws' (Attached).
