AGENDA FOR THE MEETING OF 13th JANUARY 2009

1. Apologies and reasons for absence.

4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed: In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
5. Public Participation: A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
6. Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper.
7. County Councillors' Briefing.
8. To receive and approve Minutes 1221-1245 of the Council Meeting held on 9 December 2008. (Attached)
9. To receive and approve Minutes of a Finance Working Party held Friday 5 December 2008 and to approve the recommendations contained therein.
10. Mayor's announcements.
11. Finance:
    1. To note and agree income and expenditure incurred in the month covering transactions 2435 -2571. Schedules attached showing Income of £1,785.49 and Expenditure of £18,922.73.
    2. To note the bank reconciliation for current/public reserve accounts as at 30 November 2008. (Attached)
    3. To consider the attached budget as recommended by the Finance Working Party and agree the Parish Precept for 2009-2010.
12. Planning Applications:
    1. To consider the planning applications on the schedules dated 11 - 17 December (already circulated), 18 December - 5 January 2009 (Attached)
    2. To note the planning application decisions 2 December 2008 - 5 January 2009 (Attached)
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. Notification of intent to carry out tree work within the Conservation area. (Attached)
13. Grant Application 282 - Ross Davenport -To consider the attached application for a grant of £500. 283 - Vitalise - To consider the attached application for a grant of £236.50.
14. Outside Bodies. To receive verbal reports from Council Representatives on outside bodies.
15. To consider affiliation to the Historic Towns Forum (attached).
16. To consider the invitation received to attend the East Midlands in Bloom competition and to consider entering in the 2009 competition (attached).
17. To consider the letter received from the Friends of Belper Parks to assist with the garden maintenance works on the Belper Parks nature reserve (attached).
18. To consider the letter received from a member of the public regarding the request to repair the bus shelter at Overlane (attached).
19. To consider making comments on the consultation - New enquiry and call for evidence Traditional Retail Markets (attached).
20. To consider the quotation received for the installation of a new water supply at the raised flower bed, Derby Road, Milford (attached).
21. To consider making comments on the Belper Leisure Centre Trust draft transfer agreement (attached).
22. To note the response to the Clerks letter to the County Council regarding clarification of the six identified areas that were under-represented in civic amenity area provision. (Attached)
23. To note the outcome from the 2007 consultation on the Derby & Derbyshire Minerals and Waste Development Framework ( Attached)
24. To consider making comments on the Communities in Control: Real people, real power -Code of recommended practice on local authority publicity. (Attached)
25. To consider the quotations received to replace the carpet in the Council Chamber. (Attached)
