  1. Apologies and reasons for absence.

  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  5. Public Participation:
    A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
  6. Police Matters:
    A representative of Belper Police will be in attendance to report on issues affecting Belper.
  7. County Councillors' Briefing.
  8. To receive and approve Minutes 1268-1286 of the Council Meeting held on 10 February 2009. (Attached)
  9. Mayor's announcements.
  10. Finance:
    1. To note and agree income and expenditure incurred in the month covering transactions 2682 - 2813. Schedules attached showing Income of £3,844.75 and Expenditure of £24,632.68.
    2. To note the bank reconciliation for current/public reserve accounts as at 31 January 2009. (Attached)
  11. Planning Applications:
    1. To consider the planning applications on the schedules dated 11 -23 February 2009 (already circulated), 24 February 2009 - 2 March 2009 (Attached)
    2. To note the planning application decisions 2 February 2009 - 2 March 2009 (Attached)
    3. To consider the planning applications on any schedule circulated at the meeting.
  12. Grant Applications:
    1. 282 - Ross Davenport -To consider the attached application for a grant of £500 (Attached).
    2. 284 - Belper Cottage Project - To consider the attached application for a grant of £196.00 (Attached).
  13. Outside Bodies.
    To receive verbal reports from Council Representatives on outside bodies.
  14. Councillor Mick Nelson to report on the meeting held with Residents and County Council Officers on site at Alton Manor regarding the public footpath between Tesco Express and Whitemoor.
  15. To consider amending the date of the next Town Council meeting.
  16. To consider the letter and newspaper articles received from a local resident requesting the Town Council initiate a recycling campaign to reduce the amount of litter problem around the local schools. (Attached)
  17. To consider authorising Councillor Alan Cox and Councillor Bull to sign the Belper Leisure Centre Trust Transfer Agreement on behalf of the Council.
  18. To consider the Derbyshire Safeguard scheme (Attached).
  19. To consider making comments on the County Council's preliminary consultation: Proposed 30mph Speed limit extension - Over Lane, Belper (Attached).
  20. To consider attending the DALC crash course on the Planning System.
