AGENDA FOR THE MEETING OF 8th SEPTEMBER 2009

  1. Apologies and reasons for absence.
  2. Order of Business.
  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  5. Public Participation:
    A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
  6. Police Matters:
    A representative of Belper Police will be in attendance to report on issues affecting Belper.
  7. County Councillors' Briefing.
  8. To receive and approve Minutes 1391-1428 of the Council Meeting held on 14 July 2009.
  9. To note the minutes attached of the Belper Food & Real Ale Festival held 21 July 2009.
  10. To note the minutes attached of the Larks in The Park committee held 31 July 2009 and 18 August 2009.
  11. Mayor's announcements.
  12. Finance:
    1. To note and agree income and expenditure incurred in the months of July and August covering transactions 3468 -3672. Schedules attached showing Income of £2,306.50 and Expenditure of £38,551.11.
    2. To note the bank reconciliation for current/public reserve accounts as at 28 July 2009.
    3. To consider depositing £100,000 of the Council's reserves into a long term deposit account.
  13. Planning Applications:
    1. To consider the planning applications on the schedules dated 22 July 2009 - 28 July 2009 (already circulated), 3 August 2009 - 24 August 2009 previously circulated.
    2. To note the planning application decisions 7 July 2009 - 26 August 2009.
    3. To consider the planning applications on any schedule circulated at the meeting.
  14. Grant Applications:
    1. 289 - To consider the attached application from Derwent Valley Mills Partnership for a grant of £500
    2. 290 - To consider the attached application from Belper & District Road Safety Committee for a grant of £30
    3. 291 - To consider the attached application from Guardians of Strutts for a grant of £200
  15. Outside Bodies.
    1. To receive verbal reports from Council Representatives on outside bodies.
  16. To consider the attached letter received from a local resident requesting the maintenance of the Lime Tree in the Memorial Garden at the side of Oxfam.
  17. To consider the quotations received for the removal of the 4 Lime Trees adjacent to the Ritz in the Memorial Garden.
  18. To approve spending to purchase a Rowan Tree through the Borough Council's Landscape Services department to replace the tree removed from Milford triangle.
  19. To consider the request received from Proctors Funfairs Ltd. To hold the annual Belper Fair on the Market Place and in the Coppice car park.
  20. To consider taking on the maintenance of two bus shelters at Belper Medical Centre, Whitemoor Lane. (Clerk to report)
  21. To consider nominations for DALC President and Vice President 2009/2010.
  22. County Council Parish/Town Liaison Forum - 22 October 2009 Suggested Agenda items required.
  23. To note this years EMIB presentation will be held at Cleethorpes 9 September 2009 and to approve spending for representatives to attend.
  24. To consider email from a local resident suggesting the land alongside Beaurepaire Gardens as suitable allotment space.
  25. To note the email and letter received from a local residents regarding the development alongside the A6 and the River Derwent.
  26. To consider funding the 2010 Larks in the Park programme.
  27. To consider the request from 'War Memorials Trust' for permission to use information submitted by the Town Council's in support of a grant application on their web site.
  28. To consider advertising the Belper Farmers Market in 'Visit Peak District' magazine.
  29. To note response to Clerk letter re the removal of the recycling bank at Greyhound Public House.
  30. To consider the transfer of ownership of Gibfield Lane car park to Belper Town Council.
  31. To consider the request for the purchase and installation of a notice board at Milford Village Store.
  32. To consider the purchase and replacement of the Town Council digital camera.
  33. Invitation to attend Derbyshire Rural Community Council AGM.

  35. To consider the Borough Councils proposed new off street parking order.
  36. To consider the Borough Councils proposal to remove the Teen Shelter from the Whitemoor Recreation Ground.
  37. To consider the request to use the Memorial Gardens and the Air Raid Shelter in the Fleet Arts World Heritage Day Celebrations Project.
