AGENDA FOR THE MEETING OF 13th OCTOBER 2009

PART 1 - NON EXEMPT (NON CONFIDENTIAL) INFORMATION
  1. Apologies and reasons for absence.
  2. Order of Business.
  3. Declarations of interest.
  4. To determine if any items should be taken with the public excluded.
    If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  5. Public Participation:
    A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
    1. Presentation for funding from a member of Mid-Derbyshire Citizens Advice Bureau.
    2. Presentation of certificates to the winners of the East Midlands in Bloom competition.
  6. Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper.
  7. County Councillors' Briefing.
  8. To receive and approve Minutes 1429 - 1465 of the Council Meeting held on 8 September 2009.
  9. Mayor's announcements.
  10. Finance:
    1. To note and agree income and expenditure incurred in the months of July and August covering transactions 3673 -3829. Schedules attached showing Income of £1141.37 and Expenditure of £17049.81.
    2. To note the bank reconciliation for current/public reserve accounts as at 31 August 2009.
    3. To note the External Audit Report and to adopt the Auditors recommendations.
    4. To agree to adopt the 2009/2010 National Final Salary Award.
  11. Planning Applications:
    1. To consider the planning applications on the schedules dated 8 September 2009 - 28 September (already circulated).
    2. To note the planning application decisions 27 August 2009 - 2 October 2009.
    3. To consider the planning applications on any schedule circulated at the meeting.
  12. Grant Applications:
    1. 288 - To consider the attached application from The Drop Inn for a grant of £3,000
    2. 292 - . To consider the attached application from Vitalise for a grant of £150.50
    3. 293 - To consider the attached application from Belper Town Wind Band for a grant of £600.
  13. Outside Bodies.
    To receive verbal reports from Council Representatives on outside bodies.
  14. To note the judges report and the Silver Award that the Town Council received in the East Midland in Bloom competition.
  15. To consider the invitation received to attend the Mid-Derbyshire Citizens Advice Bureau AGM 20 October 2009.
  16. To consider the request received from Denby Visitors Centre for permission to hold a list of events.
  17. To note and approve the amendments to the Town Council Membership and Terms of Reference of Committees and Working Parties.
  18. To consider the invitation received from the Derbyshire Fire and Rescue Service to attend a Focus Group meeting.
  19. Derbyshire County Council Operation Relentless - To consider identifying any proposed sites affected by graffiti, litter and fly posting.
  20. To note the letter received from a local resident regarding the trees in St John's Chapel grounds.
  21. To consider the request for support of the Sustainable Communities Act Amendment Bill.
  22. To note the Clerk's certificate of achievement in the CiLCA section 7 Power of Wellbeing.
  23. To note the response received from the Borough Council in reply to a letter sent from the Clerk with regards to the removal of the Recycling Bank at Greyhound Public House.
  24. To note the response from Councillor Jack Brown in reply to a letter sent from the Clerk with regards to the number of missing Street Name Plates in Belper.
  25. To consider nominations for the Derbyshire County Council Young Achievers Awards 2009.
  26. To note the letter received from the new Commanding Officer of HMS Brocklesby.
  27. To consider the Clerks request to attend the SLCC Training Day.
  28. To consider making comments on the consultation to reduce the speed limit from 40mph to 30mph B6013 Far Laund, Belper.
  29. To note the Local Community Forum 7pm on 3 November 2009 and to consider suggesting any theme or local topics to discuss.
  30. To consider the request for funding towards Belper Marlin Swimming Club 'Open Meet Gala'.
