AGENDA FOR THE MEETING OF 10th NOVEMBER 2009

1. Apologies and reasons for absence.
2. Order of Business.
3. Declarations of interest.
4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
   In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
5. Public Participation:
   A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
   1. Presentation of the Derbyshire Excellence in the Community Awards 2009.
   2. Amber Valley Local Development Framework Revised Draft Supplementary Planning Document - Land between the A6 and the River Derwent.
   3. Representatives from Amber Valley Borough Council Planning Board to explain and discuss planning matters.
   4. Peter Makin to outline resident's complaints regarding street furniture.
6. Police Matters:
   A representative of Belper Police will be in attendance to report on issues affecting Belper.
7. County Councillors' Briefing.
8. To receive and approve Minutes 1466 - 1497 of the Council Meeting held on 13 October 2009.
9. Mayor's announcements.
10. Finance:
    1. To note and agree income and expenditure incurred in the months of November covering transactions 3830 - 3920. Schedules attached showing Income of £125,166.21 and Expenditure of £22,348.45.
    2. To note the bank reconciliation for current/public reserve accounts as at 30 September 2009.
11. Planning Applications:
    1. To consider the planning applications on the schedules dated 13 October - 27 October 2009 (already circulated) 27 October - 2 November 2009 .
    2. To note the planning application decisions 3 October - 2 November 2009.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. Appointment of Planning Coordinators.
    5. To note planning permission has been approved for various works to be carried out on the trees in Belper Memorial Gardens.
12. Outside Bodies.
    To receive verbal reports from Council Representatives on outside bodies.
13. Cleaner Belper campaign.
14. Illumination of Derwent Street car park Councillor Potter.
15. To consider email from local resident regarding the request for an Environmental Weight limit on the A6 at Belper.
16. To consider the Amber Valley Sustainable Community Strategy 2009 - 2014.
17. To consider the request to hold an International Market in Belper town centre.
18. To consider a petition received from local residents regarding the proposal to convert a section of Bargate recreation ground into allotment space.
19. To note the South East Derbyshire Accessibility Partnership funding.
20. To note the dates of the Babington Hospital car boot sales.
21. To note letter received from Belper Civic Forum regarding Amber Valley Local Development Framework Revised Draft Supplementary Planning Document - Land between the A6 and the River Derwent.
