RESOLVED to agree to follow the order of business as set out on the agenda. - DECLARATIONS OF INTEREST
Councillors Jim Anderson and John Nelson declared a prejudicial interest in minute numbers 1523 and 1524 they remained in the room but took no part in the discussion. - TO DETERMINE WHETHER ANY ITEMS SHOULD BE TAKEN WITH THE PUBLIC EXCLUDED
In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it was RESOLVED There were no items of a confidential nature which merited being taken with the public excluded. - PUBLIC PARTICIPATION
A member of the public raised his concerns on the timescale the Borough Council have allowed for the summarising of responses received and the production of a final report from the consultation on the Supplementary Planning Document on the land between the A6 and the River Derwent. - RETAIL DEVELOPMENT ASSESSMENT
The Council received a letter from a member of the public outlining their concerns about the Borough Council's interpretation of what they consider is an appropriate amount of retail floor space on the land between the A6 and the River Derwent and asked the Council to consider paying for an independent retail development assessment of the area.
RESOLVED to attach the letter as an appendix to the Councils response on the consultation. - SPD - LAND BETWEEN THE A6 AND THE RIVER DERWENT CONSULTATION
The Council considered the Amber Valley Local Development Framework Revised Draft Supplementary Planning Document - Land between the A6 and the River Derwent consultation.
RESOLVED to request that the comments regarding the report are reviewed in a timely manner to allow officers sufficient time to prepare a revised draft SDP. Clerk to forward the Councils comments and amendments.
The traffic is to continue to use the A6 without removing access to Bridge Street.
The Pyms building on the triangle is not a listed building but it must be respected.
The development will need to be in keeping with the scale of existing development within the town centre serving A1, A3, A4, A5 and D2 uses.
Improve vehicular access to the Brief site and alleviate existing traffic congestion on Bridge Street/Chapel Street (A6), in order to improve the pedestrian environment.
The provision of additional retail floor space within the Brief site must also create the opportunity for linked trips between the Brief site and the primary retail area of King Street.
Any relief road should allow flow of traffic around the town with as little impedance to progress in terms of junctions and traffic lights as the current A6.
Any single new retail development should be no larger in external view than the 'recent commercial development'.
Any high quality modern material used should match the existing palette.
The style of new buildings should blend in with the world heritage status of the area, taking the best features of the buildings which are the core of this status.
To add and retain the market town status.
The relief road to be completed prior to any Development being started.
To include an independent sustainability assessment on the following:- Review of Existing Shopping Provision
- Health Check
- Review of Information on Shopping Patterns(based on a future retail assessment)
- Potential for Retail Development
- Appropriate Scale of Development
