AGENDA FOR THE MEETING OF 12th JANUARY 2010

PART 1 - NON EXEMPT (NON CONFIDENTIAL) INFORMATION

1. Apologies and reasons for absence.

3. Declarations of interest.
4. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
   In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
5. Public Participation:
   1. A short period of time will be made available for members of the public to raise any Town Council issues for comment or discussion.
   2. County Council Civil Parking Enforcement Manager James Adams to update the Council on the traffic enforcement scheme.
6. Police Matters: A representative of Belper Police will be in attendance to report on issues affecting Belper.
7. County Councillors' Briefing.
8. To receive and approve Minutes 1526 - 1555 of the Council Meeting held on 8 December 2009.
9. Mayor's announcements.
10. Finance:
    1. To note and agree income and expenditure incurred in the months of November/December covering transactions 4004 - 4049. Schedules attached showing Income of £1660.85 and Expenditure of £12003.64.
    2. To note the bank reconciliation for current/public reserve accounts as at 30 November 2009.
    3. To agree the Belper Town Council precept figures for 2010/11.
11. Planning Applications:
    1. To consider the planning applications on the schedules dated 11 November 2009 - 21 December (already circulated) and schedule dated 22 December - 4 January 2010 .
    2. To note the planning application decisions 4 December 2009 - 4 January 2010.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. AVA/2009/1125 Proposed residential development for 31 dwellings - Land at Whitemoor Lane, Belper.
12. Outside Bodies. To receive verbal reports from Council Representatives on outside bodies.
13. To consider the purchase of a Decorative Town Sign - Councillor John Nelson.
14. To consider the request for a donation to the Army Benevolent Fund.
15. To consider a letter from the Drop Inn Centre in respect of their funding application.
16. To consider attending the DALC training courses.
17. To consider the request from a member of the public regarding road names.
18. To consider the request from the Friends of Belper Parks for the purchase of an interpretation board.
19. To consider correspondence from St. John's Chapel user groups regarding the heating system.
20. To note the date of the next Derbyshire County Council Parish and Town Council Forum - 22 April 2010.
