Please Note:-
- Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
- Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
- The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
- Public Speaking
- A short period of time will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
- If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
- Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.

- To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw. - To receive and approve Minutes 1556 - 1584 of the Council Meeting held on 12 January 2010.
- To note the Minutes of the Finance Committee held 17 December 2009 and 27 January 2010.

- Finance:
- To note and agree income and expenditure incurred in the months of December and January covering transactions 4050 - 4229. Schedules attached showing income of £22.87 and Expenditure of £28,909.98.
- To note the bank reconciliation for current/public reserve accounts as at 31 December 2009.
- Planning Applications:
- To consider planning applications on the schedules dated 12 January - 25 January 2010 (already circulated) and schedule dated 26 January - 1 February 2010
- To note the planning application decisions 5 January - 1 February 2010.
- To consider the planning applications on any schedule circulated at the meeting.
- To note the response to the Council's comments with regards to planning application AVA/2009/1052.
- Outside Bodies. To receive verbal reports from Council Representatives on outside bodies.
- To consider the request received from Proctors Fun Fair Ltd. for permission to hold their annual fair on the Coppice car park and the Market Place Sunday 24 October 2010 until Sunday 31 October 2010.
- To consider the request received from Derwent Valley Triumph Sports Six Club for permission to use the Coppice car park and the Market Place Sunday 27 July 2010.
- To consider the request for the addition of a name to be added onto Belper War Memorial.
- To consider making comments on the Amber Valley Core Strategy Issues and Options Consultation, comments required by 31 March 2010.
- To approve the membership renewal fees to the Society of Local Council Clerks.
- To approve renewal fees for the Local Council Review journal.
- To consider a letter received regarding the possible development on the site of Belper Leisure Centre.
- To discuss the condition of the weir at the river gardens.
- To discuss the Remembrance Day arrangements.

- To consider the letter received from the Friends of Belper Parks with regards to their request for the funding of an interpretation board.
