AGENDA FOR THE MEETING OF 9th MARCH 2010

PART I - NON CONFIDENTIAL INFORMATION
  1. To receive apologies for absence.
  2. Declaration of Members Interests. Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A short period of time will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
    2. If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:

    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.

  6. To receive and approve Minutes 1585 - 1615 of the Council Meeting held on 9 February 2010.
  7. To note the Minutes of the Belper Food & Real Ale 21 July 2009.
  8. Mayor's announcements.
  9. Finance:
    1. To note and agree income and expenditure incurred in the months of January and February covering transactions 4230 - 4371. Schedules attached showing income of £1,283.25 and Expenditure of £32,511.93.
    2. To note the bank reconciliation for current/public reserve accounts as at 31 January 2010.
  10. Planning Applications:
    1. To consider planning applications on the schedules dated 9 February - 22 February 2010 (already circulated) and schedule dated 23 February - 1 March 2010
    2. To note the planning application decisions 2 February 2010 - 1 march 2010.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To consider making comments on planning application AVA/2009/1125 proposed residential development for 31 dwellings for land at Whitemoor Lane.
  11. Outside Bodies.
    To receive verbal reports from Council Representatives on outside bodies.
  12. Derbyshire Constabulary Chief Inspector Graham McLaughlin to update the Council about the impending organisational structure changes.
  13. Adrian Farmer to update the Council on the work of the Derwent Valley Mills Partnership.
  14. To consider the verbal request received for the permission to hold a fair on the Coppice car park.
  15. To consider member nominations for the DALC Executive Committee.
  16. To consider making comments on the Big Choices Report.
  17. To consider the request for a suitable venue in the town to hold a presentation about the life in the Thornton's family business.
  18. To consider the Heart of Derby Appeal.
  19. To consider the DALC renewal subscription fees.
  20. To consider an email regarding the damage to the bus stop at Far Laund and the quotation.
  21. To note the letter from Mrs Osborne regarding the Council's decision to have her sons name inscribed to a Belper Memorial.
  22. To consider attending the DALC training on the new Standing Orders, Leaders, Audit Returns and Insurance.
  23. To note the response from the County Council regarding the Town Council's request for the closure of the public footpath between Bobbins Way and the Whitemoor recreation area.
  24. To note the date of the events to be held at Denby Pottery in 2010.
  25. To note the letter received from the Derbyshire Constabulary regarding the organisational changes and issues with regards to Belper Police Station.
  26. To note the letter from a member of the public regarding a parking charge.
  27. Leader's report.
  28. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
