BELPER TOWN COUNCIL

AGENDA FOR THE MEETING OF 13th APRIL 2010

  1. To receive apologies for absence.
  2. Declaration of Members Interests.
    Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A short period of time will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
    2. If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of Business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:

    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.

  6. To receive and approve Minutes 1616 - 1640 of the Council Meeting held on 9 March 2010.
  7. To note the Minutes of the Belper Food & Real Ale committee held

  8. To note the Minutes of the Larks in the Park committee held 15 March 2010.
  9. Mayor's announcements.
  10. Leaders Report.
  11. Finance:
    1. To note and agree income and expenditure incurred in the months of February and March covering transactions 4372 - 4465. Schedules attached showing income of £1,218.63 and Expenditure of £13,986.61.
    2. To note the bank reconciliation for current/public reserve accounts as at 28 February 2010.
    3. To approve the emergency spending with regards to the floodlights in the coppice car park.
  12. Planning Applications:
    1. To consider planning applications on the schedules dated 9 March - 29 March 2010 (already circulated) and schedule dated 1 April 2010 - 7 April
    2. To note the planning application decisions 2 March 2010 - 7 April 2010.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To note an appeal has been made in respect of planning application AVA/2010/0022 erection of 28 dwellings land off Nailers Way Belper.
    5. To note the Council's response to the Local Development Framework Consultation.
  13. Grants Applications.
    299 - Home Start - To consider the attached application for a grant of £500.
    300 - Belper Thursday Club - To consider the attached application for a grant of £240.
    301 - Army Benevolent Fund - To consider the attached request for a donation.
    302 - Openwoodgate Tuesday Club - To consider the attached request for a grant of £200.
  14. Outside Bodies
    To receive verbal reports from Council Representatives on outside bodies.
  15. Clerk to report on parking enforcement.
  16. To consider the shortfall in the Larks in the Park 2010 budget, the budget for 2011 and the appointment of stewards for the 2010 series of events.
  17. To consider entering the East Midlands in Bloom 2010 competition.
  18. To consider the re-accreditation of the Council's Quality Status.
  19. To consider quotations attached for repairs to St John's Chapel roof.
  20. To consider the quotation attached for replacement garden machinery.
  21. To note the date of the Derbyshire County Council Parish and Town Council forum Thursday 22 April 2010.
  22. To consider the War Memorial plaque quotation attached.
  23. To consider advertising in a local calendar.
  24. To consider the attached letter regarding the operation of a weekly market in the town.
  25. To consider the request for a member of the Council to visit the 1st Alton Manor Scouts to talk on the responsibilities of the Council.
  26. To consider adopting the BT telephone kiosk situated at the junction of The Fleet and Gibfield Lane
  27. To consider the Borough Council's offer to sponsor Belper events 2010.
  28. To note the reply to Council's request for permission to erect a sign at Mill View.
  29. To note the letter received from the Commander of HMS Brocklesby.
  30. To note letter regarding parking charge notice.
