A member of the public provided additional information regarding an agenda item 'Larks in the Park funding'. He also raised the problem of excessive fly posting in Belper. - County Councillors
County Councillor Stuart Bradford sent his apologies.
County Councillor Chris Jackson reported on the cost to repair the highways following the severe weather conditions. He also reported on the new facilities and equipment that has been provided by the County Council to improve access for people with disabilities. Specially adapted scooters are available to provide access onto the country parks at Heaner and Middleton and specially designed toilets and changing facilities have been provided at Shipley country park. - Police

- FINANCE
RESOLVED:- To note and agree income and expenditure incurred in the months of February and March covering transactions 4372 - 44465. Schedules are attached to these Minutes showing Income of £1,218.63 and Expenditure of £13,986.61.
- To note the bank reconciliation for current/public reserve accounts as at 28 February 2010.
- To approve £1,459.85 the Clerk's emergency spending to repair the floodlights in the Coppice Car Park.
- PLANNING APPLICATIONS
- RESOLVED to note the planning applications listed on the schedules dated 9 March 2010 - 12 April. The Council commented on planning application AVA/2010/0329 removal of the existing wall and creation of two parking spaces. Clerk to send a letter to the planning department in support of this application stating that:
The adjacent property has already carried out the same alterations.
There is an ongoing problem with vehicles being vandalised on Nottingham Road.
These alterations will remove two parked vehicles from the very busy road. - RESOLVED to note application AVA/2010/0022 erection of 28 dwellings land off Nailers Way Belper has been refused by the planning department and an appeal has been made against the decision.
- RESOLVED to note the Council's response to the Local Development Framework consultation 'Belper Town Council are against any use of the Green Belt for housing development. Therefore Belper Housing Option 2 (extensions to the north east) is entirely unacceptable as it involves using green belt land.'
The Council agreed for Councillors Alan Cox, Nick Mothershaw and Martin Tomlinson to form a sub committee to respond to the Local Development Framework plan consultation.

RESOLVED to grant an award of £240 for the fee for speakers attending an event in November and towards their Christmas event.

RESOLVED Clerk to request the grant is applied for on the correct form.
302 - Openwoodgate Tuesday Club

Belper Cottage Project
Councillor Jackie Cox informed the Council that the cottage redecorations had been completed by the Community Payback Scheme workers in time for their 15th anniversary celebrations to be held on 1st May 2010 to which the Councillors are invited. - PARKING ENFORCEMENT
The Clerk reported on the County Council's parking enforcement. Derbyshire County Council is working in partnership with the Borough and District Councils in the County with the parking enforcement scheme. The income received is to be used to fund the cost of the scheme and any excess income will be used for the maintenance of the highways and environmental services. A financial report will be made available in June or July 2010. - AMBER VALLEY SPONSORSHIP SUPPORT
Amber Valley has agreed to provide £2,000 to Belper Town Council to support events within the town centre in 2010 -2011. The Clerk reported on the shortfall in the Larks in the Park 2010 budget. RESOLVED Clerk to apply for the funding and the money to be used for:
£417 towards the Larks in the Park budget.
A brass band to play at the July and September Farmers' Markets.
Events for the young people of Belper Councillors Anderson and Tomlinson to suggest suitable events. - EAST MIDLANDS IN BLOOM
RESOLVED to enter the 2010 East Midlands in Bloom competition. - QUALITY STATUS
RESOLVED Clerk to apply to re-accredit the Council's Quality Status. - ST JOHN'S CHAPEL
RESOLVED to accept the lowest quotation. Clerk to ask the company to confirm that the estimate is a fixed price and that the roof will be repaired with the original quality of tile. - GARDEN MACHINERY
RESOLVED to delegate the purchase of replacement garden machinery to the Clerk and Deputy Mayor. - DERBYSHIRE COUNTY COUNCIL PARISH AND TOWN COUNCIL FORUM
RESOLVED to note the next Derbyshire County Council Parish and Town Council forum will be held 22 April 2010. - BELPER MEMORIAL
RESOLVED to accept the quotation for a new war memorial plaque to be installed in the memorial garden with the inscription 'REMEMBERING THOSE WHO HAVE DIED IN THE SERVICE OF THEIR COUNTRY SINCE 1945' Osborne, M.C. 1995 to be inscribed on the plaque. - ADVERTISING
RESOLVED not to advertise the Council's details on a local calendar. - WEEKLY MARKET
RESOLVED to hold a weekly Friday market in Belper on a six months trial providing there is no cost to the Council and that the Ripley Market which is held on the same day will not compromise the market. - 1st ALTON MANOR

RESOLVED to note the letter received from the residents at Mill View rejecting the Council's request to place a town sign at Mill View due to their worry that it would cause visibility problems. - HMS BROCKLESBY
RESOLVED to note the letter received from Lieutenant Commander Adam Northover updating the Council on the recent progress of the ship. Clerk to write to the Lieutenant to invite him to attend one of the services held at Belper. - PARKING CHARGE
