PART I - NON CONFIDENTIAL INFORMATION
- To receive apologies for absence.
- Declaration of Members Interests.
Please Note:-
- Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
- Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
- The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
- Public Speaking
- A maximum of five minutes, or at the Chairman's discretion will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
- If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
- Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
- Order of business.
- To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
- In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
- To receive and approve Minutes 1894 - 1918 of the Council Meeting held on 8 March 2011.
- To note the Minutes 54 - 58 of the Larks in the Park committee held 18 March 2011.
- Mayor's announcements.
- Finance:
- To note and agree income and expenditure incurred in the months of February and March covering transaction 5907 - 6019. Schedules attached showing income of £108.83 and Expenditure of £24135.65.
- To note the bank reconciliation for current/public reserve accounts as at 28 February 2011.
- Planning Applications:
- To consider planning applications on the schedules dated 2 March 2011 - 4 April 2011 (already circulated)
- To note the planning application decisions 2 March 2011 - 4 April 2011.
- To consider the planning applications on any schedule circulated at the meeting.
- Grant Applications
- 312 - Home Start Amber Valley - To consider the attached supporting paperwork and grant application for £500 towards the cost running the local scheme.
- 313 - Belper Town Wind band - To consider the attached application fro a grant of £200 towards the cost of music and repairs.
- 314 - Derbyshire Children's Holiday Centre - To consider the attached supporting paperwork and grant application for £330 towards the cost towards a child's holiday.
- Outside Bodies
- To receive verbal reports from Council Representatives on outside bodies.
- To note the next Derbyshire County Council, Parish and Town Council Liaison Forum meeting will be held 14 April 2011 6.00pm - 8.0pm County hall Matlock.
- To consider letter received regarding buses entering and leaving the bus station on Bridge Street.
- To consider the email regarding anti social behaviour along the footpath between King Street and New Road.
- Belper 'Open Houses' Councillor Jackie Cox.
- Council Vehicle - Councillor Tomlinson.
- To note letters received regarding objection to planning application AVA/2011/0072.
- To consider the transfer of ownership of the Strutt Street and The Triangle public conveniences.
- To note the response from the County Council with regards to the Clerks request for the reduction of the speed limit outside St Elizabeth School on the A6 Matlock Road.
- To consider the attached DALC annual subscriptions.
- To consider the installation of speed deterrents in the Coppice car park Councillor Booth.
