AGENDA FOR THE MEETING OF 21st DECEMBER 2010

PART I - NON CONFIDENTIAL INFORMATION
  1. To receive apologies for absence.
  2. Declaration of Members Interests.
    Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A maximum of five minutes, or at the Chairman's discretion will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
    2. If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  6. To receive and approve Minutes 1789 - 1821 of the Council Meeting held on 9 November 2010.
  7. Mayor's announcements.
  8. Finance:
    1. To note and agree income and expenditure incurred in the months of October and November covering transactions 5450 - 5586. Schedules attached showing income of £8,540.25 and Expenditure of £33,931.27.
    2. To note the bank reconciliation for current/public reserve accounts as at 31 October 2010.
  9. Planning Applications:
    1. To consider planning applications on the schedules dated 15 November 2010 - 28 November 2010 (already circulated) and schedule dated 29 November - 13 December
    2. To note the planning application decisions 9 December 2010 - 13 December 2010.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To note the planning application for the demolition of tea rooms at Belper River Gardens has been withdrawn until proposals have been considered.
    5. To note the inspectorates appeal decision 'Appeal Allowed' for the planning application AVA/2009/1125 erection of 31 affordable dwellings on land at Whitemoor Lane, Belper.
  10. Grants Applications.
    Derwent Valley - Landscape Partnership Project.
  11. Outside Bodies
    To receive verbal reports from Council Representatives on outside bodies.
  12. To consider holding a Wakes Day event in 2011.(Notes from meeting attached)
  13. To consider the letter attached from MP Pauline Latham's secretary regarding this years Remembrance Sunday service.
  14. To consider the email attached from a local resident for a bus shelter to be positioned at Whitemoor Medical Centre.
  15. To consider the outcome following the consultation on the proposed new leisure facilities adjacent to public car park off Field Lane.
  16. To consider East Midland Train's in response to the Council's request for the London bound express train to stop at Belper
  17. To consider Belper Historical Society's request for additional storage space in St John's Chapel.
  18. To consider attending the Power of Wellbeing Training session at St John's Chapel, Belper 9 February 2011.
  19. To consider the attached quotations for a new interpretation board for the wildlife border in the Coppice car park.
  20. To consider entering the 2011 East Midlands In Bloom competition and attending their seminar.
  21. To note the date of the next Parish and Town Council Liaison Forum.
  22. To note the Chairman of the Belper and District Road Safety Committee comments regarding the Town Council's request for the speed limit outside St Elizabeth's School to be reduced.
  23. To note the letter received from the County Council regarding the recent severe weather and their delivery of service.
  24. To discuss the complaints received during the recent severe weather conditions and consider the Council's policy on the provision of grit bins and grit salt.
  25. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
