- To receive apologies for absence.
- Declaration of Members' Interests.
Please Note:-
- Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
- Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
- The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
- Public Speaking
- A maximum of five minutes, or at the Chairman's discretion will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
- If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
- Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
- Order of business.
- To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
- In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
- To receive and approve Minutes 1845 - 1865 of the Council Meeting held on 18 January 2011.
- To note the Minutes of the Staff Working Party held 3 February 2010. (To be presented at the meeting)
- To note the Minutes 1 -11 of a Wakes Day meeting held 10 January 2011.
- To note the outcome from the meeting to review the Service Level Agreement between Belper Town Council and Amber valley Borough Council held 18 January 2011.
- Mayor's announcements.
- Finance:
- To note and agree income and expenditure incurred in the months of December and January covering transactions 5696 - 5808. Schedules attached showing income of £920.28 and Expenditure of £9,951.09.
- To note the bank reconciliation for current/public reserve accounts as at 31 December 2010.
- Planning Applications:
- To consider planning applications on the schedules dated 25 January 2011 - 31 January 2011 (already circulated)
- To note the planning application decisions 11 January 2011 - 31 January 2011.
- To consider the planning applications on any schedule circulated at the meeting.
- To note following the refusal of planning permission for AVA/2010/0456 outline application for the erection of 75 dwellings on land at Hill Top Farm, Mill Lane, Belper an appeal has been made about this site.
- To consider the attached pre-application consultation on the proposed provision of telecommunication base stations at the following locations:
- Site on a grass verge on the east side of Park Road.
- Site on a grass verge at the junction of Marsh Lane and Laund Nook.
- Site on the roof top of Abru Aluminum Ltd, Derwentside Industrial Park.
- Grant Applications
- 311 - Fleet Arts - To consider the attached application for a grant of £2025 towards the cost of 'Special projects with children and/or adults'.
- Outside Bodies
- To receive verbal reports from Council Representatives on outside bodies.
- To consider letter regarding gritting at Sunny Hill.
- To note proposed American Circus event in Belper.
- To consider celebrations for the Queen's 2012 Diamond Jubilee.
- To consider the Clerk's report on the Derbyshire Festival Forum.
- To note a letter from County Councillor Chris Jackson regarding the Town Council's request for a reduction in the speed limit on the A6 outside St Elizabeth's School.
- To consider the request of an informal meeting between the Borough Council and the Town Council to discuss the promotion of tourism in Belper.
- To consider the request from Proctor's Fun Fairs Ltd. to hold a funfair on part of the Coppice car park March 31 - 2 April 2011.
- To note 'Local Development Plans - Have Your Say' community consultation is to be held 17 February 2011 2pm - 7pm at the Lion Hotel, Belper.
- To consider letter received from St John's School Management Company regarding a tree at St John's Chapel.
- To consider the request to use the Council's PA system and the Market Place and the Coppice car park as a starting venue for the annual Derwent Valley TSSC.
- To note the letter received from Lieutenant James Byron navy Commander HMS Brocklesby.
- To note the dates approved by the Clerk of car boots sales to be held at Pottery Primary School.
- To consider the quotations attached for the works to make dangerous trees safe in the Memorial Gardens.
