BELPER TOWN COUNCIL

AGENDA FOR THE MEETING OF 8th MARCH 2011

  1. To receive apologies for absence.
  2. Declaration of Members Interests.
    Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A maximum of five minutes, or at the Chairman's discretion will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
    2. If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    1. In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  6. To receive and approve Minutes 1866 - 1893 of the Council Meeting held on 8 February 2011.
  7. To note the Minutes 101 - 106 of the Staff Working Party held 10 January 2011.
  8. To note the Minutes of the Belper in Bloom meeting held 15 February 2011.
  9. To note the Minutes 004 - 006 of the In Bloom meeting held 15 February 2011.
  10. To note the Minutes 212 - 220 of the Belper Food committee meeting held 21 February 2011.
  11. Mayor's announcements.
  12. Finance:
    1. To note and agree income and expenditure incurred in the months of January and February covering transactions 5809 - 5906. Schedules attached showing income of £422.38 and Expenditure of £16,672.95. b. To note the bank reconciliation for current/public reserve accounts as at 31 January 2011.
  13. Planning Applications:
    1. To consider planning applications on the schedules dated 9 February 2011 - 1 March 2011 (already circulated)
    2. To note the planning application decisions 2 February 2011 - 1 March 2011.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To consider the attached pre-application consultation on the proposed provision of telecommunication base stations at the following locations:
      1. Site to rear of pavement (adjacent to office building) Derby Road.
  14. Grant Applications
    1. 312 - Home Start Amber Valley - To consider the attached application for a grant of £500 towards the cost running the local scheme.
  15. Outside Bodies
    1. To receive verbal reports from Council Representatives on outside bodies.
  16. To consider Councillor Booth's suggestion not to charge any rent for Proctor's Spring Fun Fair and in return all the rides will be half price.
  17. To consider email from Fleet Arts regarding their reserves.
  18. To consider the request for permission to use the Memorial Gardens for a series of amateur dramatics performances.
  19. To consider email from a local resident regarding Meadows Edge and the evaluation of sports and recreation needs in the town.
  20. Derbyshire Fire & Rescue Community Fire Safety Champion Scheme.
  21. To note the attached report on the Belper and Duffield Rotary Club 'Tree of Light'.
  22. To consider supporting the attached musical event at the Belper River Gardens.
  23. To consider Derbyshire Children's Holiday Centre's request for a donation
  24. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
