BELPER TOWN COUNCIL
AGENDA FOR THE MEETING OF 9th NOVEMBER 2010
- To receive apologies for absence.
- Declaration of Members Interests.
Please Note:-
- Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
- Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
- The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
- Public Speaking
- A maximum of five minutes, or at the Chairman's discretion will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
- If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
- Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
- Order of business.
- To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
- In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
- To receive and approve Minutes 1769 - 1788 of the Council Meeting held on 12 October 2010.
- To note the Minutes 049 - 053 of the Larks in the Park Meeting held 12 October 2010.
- Mayor's announcements.
- Finance:
- To note and agree income and expenditure incurred in the months of September and October covering transactions 5339 - 5449. Schedules attached showing income of £120,839.90 and Expenditure of £20,230.54.
- To note the bank reconciliation for current/public reserve accounts as at 30 September 2010.
- To consider adopting the changes to the Derbyshire County Council's policy on transfer-in.
- To approve the floral displays expenditure incurred over and above the agreed budget.
- Planning Applications:
- To consider planning applications on the schedules dated 28 September 2010 - 25 October 2010 (already circulated) and schedule dated 26 October 2010 - 1 November
- To note the planning application decisions 26 October 2010 - 1 November 2010.
- To consider the planning applications on any schedule circulated at the meeting. (Hard copy available on request)
- To note the inspectorates appeal decision 'Appeal Allowed' for the planning applications
AVA/2010/0022 erection of 28 dwellings on land at Nailers Way, Belper.
AVA/2010/0023 erection of 62 dwellings on land at Nailers Way, Belper.
- Grants Applications.
- 310 - Chevin Road Baptist Church - To consider the attached application for a grant of £500.00.
- Outside Bodies
- To receive verbal reports from Council Representatives on outside bodies.
- To consider a letter received regarding the Belper Farmers Market raising the concerns of a number of the traders.
- To consider email from Shelter Maintenance with regards to replacing or refurbishing the bus shelter on Nottingham Road across from Pottery School.
- To consider the Belper Town sign designs received.
- To consider commenting on the Borough Council - Review of Local Validation Requirements List comments required by 30 November 2010. (64 page document available in the Council office)
- To note the response from the Post Office regarding the prohibition of public parking at Goods Road collection office car park
- To consider winter service activities the Town Council would be able to assist the County Council with.
- Belper Town Council to consider joining a social network site.
- To consider supporting the installation of Safer Neighbourhood signs on the street lighting columns in the town centre.
- Proposed new leisure facility adjacent to public car park off Field Lane - Councillor Booth.
- To determine the times of the illumination of the Christmas Lights.
- To consider commenting on Section 27 of the Policing and Crime Act 2009 amends Schedule 3 of the Local Government (Miscellaneous Provisions) Act 1082 to allow the Licensing Authority to licence 'sexual entertainment venues' comments required by 13 December 2010.( The 1982 Act and the 2009 Act can be viewed at www.opsi.gov.uk. or a hard copy available on request)
- To consider commenting on the Local Transport Plan (LTP) for Derbyshire comments required by 17 January 2011.
- To consider the response from landscape services regarding the Borough Councils maintenance of the channels and footpaths in Belper.
- To consider introducing a staff protective clothing policy.
- To consider the purchase of an East Midlands in Bloom presentation photograph.
- To consider the creation of an historic time capsule for Belper.
- To consider the request from Belper and Duffield Rotary club for permission to have a tree of light on the Market Place.
- Nominations for the Christmas Committee.
