MINUTES OF THE MEETING OF 12th OCTOBER 2010

PRESENT:
Councillor John Nelson (Town Mayor) - in the Chair
Councillors: Peter Arnold, Joe Booth, Kay Charlton, Alan Cox, Colin England, Nick Mothershaw, Mick Nelson, Mark Robertson, David Smith, Martin Tomlinson.
In Attendance: Mrs Rosalind Bullimore (Clerk) Councillor Peter Makin, Sgt. Booth (Police) four members of the public and two members of the press (Belper News and Belper Express).
  1. APOLOGIES FOR ABSENCE
    Apologies for absence were received from Councillor Norman Bull (illness) Jackie Cox (attending an Awards Ceremony) Councillor Jim Anderson and Kevin Hallsworth (work commitments).
  2. DECLARATIONS OF INTEREST
    Councillor John Nelson declared a prejudicial interest in minute number 1783 to consider the sponsorship of the Belper Marlins Swimming Gala Councillor Nelson left the room whilst the item was discussed.
  3. PUBLIC PARTICIPATION.
    1. County Councillors
      County Councillor Peter Makin commented on the number of advertising boards displayed outside the premises in the town centre and asked for the Town Councillors' views.
    2. Police
      Sgt. Booth reported that the crime figures in Belper are low. The owner of an abandoned vehicle in the Coppice car park has been contacted and he has agreed to move the vehicle before Proctor's Fair arrives. CCTV cameras have been installed at Nottingham Road and signage is in place. Operation Relentless is in its third week and there is a 'Lock Up' event at Morrison's supermarket on the 14 October where home security advice will be available for residents.
  4. ORDER OF BUSINESS
    RESOLVED to bring forward item 12 the presentation of the East Midland in Bloom Special Judges Awards.
  5. TO DETERMINE WHETHER ANY ITEMS SHOULD BE TAKEN WITH THE PUBLIC EXCLUDED
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it was RESOLVED There were no items of a confidential nature which merited being taken with the public excluded.
  6. MINUTES OF A MEETING OF BELPER TOWN COUNCIL HELD 14 SEPTEMBER 2010
    RESOLVED to agree as a true record Minutes 1734-1768 of the Council Meeting held 14 September 2010.
  7. MINUTES OF THE FOOD FESTIVAL MEETING HELD 17 SEPTEMBER 2010
    RESOLVED to note Minutes 202 - 211 of the Food Festival committee held 17 September 2010.
  8. MAYORS ANNOUNCEMENTS
    Forthcoming events/Notices etc.
    The Mayor reported the events attended:
    High Sheriff Legal Service in Derby Sunday 10 October.
    Opened the Duffield Help Aged Shop Monday 11 October.
  9. FINANCE
    RESOLVED:
    1. To note and agree income and expenditure incurred in the months of July and August covering transactions of 5220 - 5338. Schedules are attached to these Minutes showing Income of £515.07 and Expenditure of £26,091.89.
    2. To note the bank reconciliation for current/public reserve accounts as at 31 August 2010.
  10. PLANNING APPLICATIONS
    1. RESOLVED to note the planning applications listed on the schedules dated 7 September 2010 - 12 October 2010.
    2. RESOLVED to note the planning decisions listed on schedules dated 8 September 2010 - 27 September 2010.
  11. REPRESENTATIVES ON OUTSIDE BODIES
    Belper United Charities
    Councillor Mick Nelson attended a meeting to discuss the distribution of financial aid to Belper individuals who are in need of financial support. He reported that no grant applications have been received for the past two meetings.
    Belper Cottage Project
    Councillor Peter Arnold informed the Council that the group is going from strength to strength. The project has applied to Nat West for money from the Community Fund and asked that members go online to register their vote of support.
  12. EAST MIDLANDS IN BLOOM
    Special Judges Award Certificates were presented to Herbert Strutt Primary School, Nelson's Distribution Centre and First Alton Manor Scouts.
    RESOLVED to note the town council won their section in the East Midlands in Bloom competition and received a Gold Award. The Council thanked Councillor John Nelson, the staff and the volunteers for all their efforts. Clerk to write to the Borough Council to ask them to clean the footpaths and channels in Belper.
  13. INTERPRETATION BOARD
    The Council considered the purchase of an interpretation board for the Wildlife Border in the Coppice car park. RESOLVED the design and artwork will have to be approved by the Derwent Valley World Heritage site management panel and subsequently by the Town Council. Clerk to obtain three quotations for the sign and agenda for a later meeting.
  14. ANNUAL COUNTRYSIDE ALLIANCE AWARDS
    RESOLVED to nominate Fresh Basil, I Should Cocoa, King Street Fish Bar, Jerry Howarth Butchers, G. O. Coopers Butchers in the Local food category and Milford Village Store in the Village Shop category of the Annual Countryside Alliance Awards.
  15. BELPER MARLINS SWIMMING CLUB
    Councillor John Nelson declared a prejudicial interest and left the room whilst this item was discussed RESOLVED to donate £40 for the sponsor of two events at the Belper Marlins Open Meet Gala 31 October 2010.
  16. DERBYSHIRE COUNTY COUNCIL YOUNG ACHIEVERS AWARD
    RESOLVED to note nominations are required for the Derbyshire County Council young achievers awards by Friday 15 October. Clerk to notify Belper Army Cadets of the awards.
  17. BELPER FOOD COMMITTEE
    RESOLVED Councillor David Smith and Councillor Mark Robertson to be appointed as representatives on the Belper Food Committee.
  18. BELPER TOWN SIGN
    RESOLVED to approve the shape of the proposed Belper Town sign, the press to ask members of the public to design the artwork for the sign.
  19. CHRISTMAS FESTIVAL
    RESOLVED Amber Sound radio station to attend the Christmas Light Switch On and to hold a competition for a local person to switch on the lights.
    Additional electric sockets required for the Christmas lighting in the Memorial Gardens RESOLVED to approve the installation of the sockets Clerk to obtain three quotations. The Christmas Committee has delegated power to approve the contractor and quotation.
