BELPER TOWN COUNCIL

AGENDA FOR THE MEETING OF 14th SEPTEMBER 2010

  1. To receive apologies for absence.
  2. Declaration of Members' Interests.
    Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A short period of time will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item)
    2. If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  6. To receive and approve Minutes 1709 - 1733 of the Council Meeting held on 13 July 2010.
  7. To note the attached Minutes 225 - 229 of the Finance Meeting held 29 July 2010.
  8. To note the Minutes of the Food Festival Meeting held

  9. Mayor's announcements.
  10. Finance:
    1. To note and agree income and expenditure incurred in the months of July and August covering transactions 5006 - 5219. Schedules attached showing income of £3,092.08 and Expenditure of £17,425.71.
    2. To note the bank reconciliation for current/public reserve accounts as at 31 July 2010.
    3. To note the completion of the 31 March 2010 Annual Audit and the external auditors report.
  11. Planning Applications:
    1. To consider planning applications on the schedules dated 6 July 2010 - 7 September 2010 (already circulated) and schedule dated 1 September 2010 - 7 September
    2. To note the planning application decisions 6 July 2010 - 7 September 2010.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To note following the refusal of planning permission of application AVA/2009/1125 proposed development of 31 dwelling outside the built framework of Belper, and in the countryside an appeal has been made.
  12. Grants Applications.
    1. 306 - Vitalise - To consider the attached application for a grant of £150.50.
    2. 307 - Drop in Bereavement Centre - To consider the attached application for a grant of £320.00
    3. 308 - Galliarda - To consider the attached application for a grant of £250.00.
    4. 309 - Derbyshire Wildlife Trust - To consider the attached application for a grant of £200.00
  13. Outside Bodies
    To receive verbal reports from Council Representatives on outside bodies.
  14. To consider the request for a Town Councillor representative for the Amber Valley Access Group.
  15. To fill the two vacancies on the Belper Food Committee.
  16. To consider reintroducing the Belper in Bloom competition.
  17. To consider and approve the Belper Town Council's Training Statement of Intent policy as required for the council's Quality Status renewal application.
  18. To consider amending the date of the January 2011 Council meeting.
  19. Clerk to report on the arrangements for Remembrance Day parade.
  20. Clerk to report on the August Farmers' Market.
  21. To note the details of the Shop Local 2010 scheme and to consider holding the prize draw at the Belper Christmas Festival.
  22. To consider an email regarding comments from a member of the public about the parking on Strutt Street.
  23. To consider the attached designs received for the Belper Town Sign competition.
  24. To note the next Belper & Duffield Local Community Forum will be held 7.00pm 21 September 2010 at the Whitemoor Centre.
  25. To note the next Derbyshire County Council Parish Liaison Meeting will be held at County Hall Thursday 21 October 2010.
  26. To note nominations for the Vice Chair on the Dalc Executive Committee.
  27. To note an email from Derbyshire Wildlife Trust - The state of the natural environment in Derbyshire.
  28. To consider an email regarding the public footpath at Whitemoor Hall.
  29. To consider commenting on the Borough Council's draft Licensing Policy, comments required by 7 November 2010.
  30. To note the Council has been invited to attend the East Midlands in Bloom presentation in Northampton on 15 September.
  31. To consider a letter received from Adrian Farmer the Co-ordinator of the Derwent Valley Mills World Heritage Site.
  32. To note the response from the County Council with regards to the Clerk's request for a review of the speed limit outside St Elizabeth School on the A6 Matlock Road.
  33. To consider the quotations attached for building repairs at St John's Chapel.
  34. To consider a letter from a member of the public regarding the adoption of the telephone kiosk at Gibfield Lane.
  35. To consider the Clerk's report on land registry.
